Announcement Porygon-Z has been quickbanned from National Dex UU

If any of you have been keeping up or playing NDPL, you've seen Porygon-Z's monstrous win rate and usage go wild. It's currently very popular on Hyper Offense teams, but is possible to slot as a win condition on regular offensive teams, and the metagame severely lacks the ability to reliably deal with it over the course of a game. Unfortunately this decision was made after a long time of it being in the tier, with it being generally under the radar for most players until people realized how good it is. With it's main set being Ghost Z-conversion, it's Adaptability Shadow Balls are frankly impossible to switch into without very specific answers. Zarude was generally always considered a good check to answer Porygon-Z and has stopped many sweeps from it, but Choice Scarf Zarude was never the best choice on a team, not to mention +1 Ice Beam from it is merely a bit of chip away from OHKOing Zarude. The only reliable answers left in the tier are a mix of Hippowdon, Celesteela and Bisharp, all of which cannot take any amount of chip or risk being immediately sweeped by something that can't be reliably revenge killed given it's boosted defenses and Speed. Substitute sometimes let it completely bypass Celesteela, and played Sucker Punch mindgames with Bisharp. This is already strenuous, but adding on the ability to run other types of Z-Conversion like Electric, checking it is nearly impossible at the moment.

In the discourse between the council, we considered to go forward with a Hydreigon test first to see if that balances it's Z-conversion set out, but that was shot down seeing as it's currently a major issue for players in NDPL and unbanning Hydreigon would only add more centralization, making people forced to run it's hypothetical scarf set. As the new generation approaches we'd like to make sure we have everything in place before that, since the first month of the new generation will look identical to the last, with changes happening as new additions fall out of NDOU.

In summary, given it's strain on defensive play and it's centralization on offense, Porygon-Z is now quickbanned from NDUU.
