I'm not sold on offensive Mew being a common enough set to warrant its own lures list. I understand how you describe the set to work, but its not common enough, or practical enough to warrant being listed. There's a bunch of other things I could delve into deeper about why I'm not going to list this but instead I'll just put it simply. Offensive Mew isn't really very good, and you probably shouldn't be hard switching your Tyranitar or Bisharp into a Mew anyway (remember it has things like Will-O-Wisp). Ice Beam Mew is a a bit less of an issue, I think that does have a niche luring some Ground-types, but I'm still not adding it, sorry.
That's fine, I do get the idea of not hard-switching TTar or Bisharp in so I think that's a valid enough reason to not list it.
 
Victini should have focus blast for ttar and Heatran, bolt strike for azu and slowbro, Glaciate for latis, and energy ball for hippo and slowbro.

Galatiate is more for Landot/chomp since the bulky variants of them are common switch ins to band/scarf tini. Also return should be added as a venu/amoong lure since jolly return azu can be viability used to catch them off guard After a bd

Frustration excadrill should be added as a rotom-w lure btw it still lets it hit stuff like talonflame if it drops rock slide but now it has a decently powerful neutral coverage move

thats a kill after a tiny bit of prior damage and a couple rounds of rocks.

As for mega sableye lures, dazzling gleam gengar should be added.
