To start us off again will be Hoopa! Recently re-established back on the VR, Hoopa is a stall destroyer with it's standard NP set. That set is also blacklisted, so let's see what you all can come up with for a next best thing!

Now we all know Hoopa has the natural highest base special attack stat in the entire tier. Using specs boosts it to the extreme without boosting and a lack of a solid ghost resist other than blissey, which is 2HKO by psyshock so with right predictions Blissey is considered not good vs Hoopa, besides its normally setup fodder. Below will be some calcs to prove that switch ins dont exist with proper predictions. This set is kinda prediction reliant but its an effective wallbreaker. Trick is useful to cripple walls, causing an unfavorable matchup

Similar in a way to Sub Z sets, except this one lets you set up more substitutes, and once iapapa berry has been procced you can also steal an enemies item too. 4 HP on this set allows you to proc the berry after 3 subs instead of 4.

This set has very similar role to the sub Z sets, but has certain advantages over the standard Z sets, as it gives you a better matchup vs common stall answers such as nihilego due to the recovery from berry, allows you to set up more substitutes and care less about things such as weak scalds from tentacruel. It can also make you harder to deal with if you happen to steal beneficial items such as leftovers, or even let you sweep a more offensive team if you stole a choice scarf, however there is a downside in that stealing items such as black sludge from tentacruel / nihilego will slowly kill you after, but it will take 5 turns for this damage to outweigh the recovery from berry still.

General idea
You may think that Calm Mind is generally outclassed by Nasty Plot, but the +1 SpD is really underrated a lot because it has a natural synergy with Substitute.
0 SpA Florges Moonblast vs. +1 0 HP / 4 SpD Hoopa: 60-72 (19.9 - 23.9%) -- possible 5HKO
0 SpA Diancie Moonblast vs. +1 0 HP / 4 SpD Hoopa: 55-66 (18.2 - 21.9%) -- possible 5HKO
0 SpA Empoleon Scald vs. +1 0 HP / 4 SpD Hoopa: 51-60 (16.9 - 19.9%) -- guaranteed 6HKO
In these examples, the Substitute is not broken with a single attack and Aguav Berry allows Hoopa to use CM one or two more times. Without the item, even Magician can be useful to steal one item before fainting.
With no HP EVs Hoopa has 301 HP, enough to make 4 Substitutes and keep itself alive at 1 HP.
A Timid nature is recommended in order to reach 262 Spe points, enough to speed tie with 252+ Spe Bisharp, Decidueye, Magneton and Volcanion.

Team(mates) support
A way to deal proporly with Pursuit users is recommended and, also, a slow U-turn/Volt Switch is recommended.

I dunno you outspeed everything up to +1 Jolly Mega Sharpedo after a Z-Snatch. Just don't miss Focus Blast and it will beat its revenge killers. If you manage to set both the speed boost and a nasty plot you are basically set to win. Maybe you can slap it on dual screens or something to achieve this. Though if you use it in the endgame where everything is weakened then the speed buff might just be enough.

Just a stall breaker set, hits everything in stall including quagsire. Soooooo, yeah. Colbur is for Hydreigon and other special dark pulse users, since I doubt you eat a Crunch or a Knock Off from any mon that uses those moves.

The fun little late-game cleaner here OTR Hoopa that can run Fightinium Z or go for a Life Orb and beat out Reuniclus in the damage department at the risk of taking constant chip. Hoopa’s also has a pretty high Special Defense that even at no EVs it takes some neutral hits surprisingly well.

And its moveset is designed to OHKO most of these mons in return since it's SpA is still massive even with minimal investment. The only mons here that it fails to OHKO are Kyurem, Moltres, Primarina, and Volcanion, all of which it can easily 2HKO with STABS or in Kyurem's case focus blast.
Hoopa can even take super effective attacks with the vest, letting it serve as a cheeky lure if you choose not to reveal the vest early.

If either ghost is is Ghostium or Chandy calm minds first it can get hairy but its still really cool that Hoopa is bulky enough to somewhat lure these mons, as it OHKOs in return.

Mega Pidgeot has seen better days. The metagame doesn't really favor it's presence, and it's relatively forgotten as a whole. However, it still has it's standard bread and butter 100% accurate Hurricanes, as well as a decent speed tier, and access to moves like U-turn and Roost. It can even run a Work Up+Refresh set to let it function as a stallbreaker, as well as being able to run HP Ground to nail things like Stakataka. So what else can you guys come up with? This pidgeot-mega set is very similar to one of the standard sets, but its niche here is sleep talk. This allows it to serve as a much better amoongus answer than it usually is as it can directly swap in, at the cost of losing it's ability to use u-turn, allowing to be not only a spore sponge but one that also threatens amoongus at the same time.

This would also allow it to swap in on sleep powder users such as roserade and venomoth, albeit being far less common than amoongus and spore.
