National Dex RU Opening Tournament

Welcome to the first ever National Dex RU tournament (held in Smogon)!! As its own name points, it will be a National Dex RU Tournament to celebrate its first official Smogon appearance. Here you have all its resources: Viablity Rankings, Role Compendium, Sets Compendium, and Speed Tiers, as well as the RUBL Pokémon and the Sample Teams found in the National Dex RU Thread. You can find them in its Discord Server too.
Specific Rules
- All general rules apply.
- Matches will be BO1, but players can agree on playing BO3. (asking you to play BO3 if possible, as it will be much more useful for usage stats)
- Matches will be played in National Dex UU, but playing with the ND RU banlist.
- Matches are to be played in the main server or in the Smogtours server.
- Replays are mandatory.
- Single Elimination.
Identity
About playing on alts: It is entirely allowed to play on an alt other than your own main forum name, though if your opponent wishes to confirm your identity, you must log on to your main alt to show them you are who you claim to be. This is to prevent people from pretending to be who they're not.
About playing on different servers: Tournament matches must be played on the Smogtours server. The Main PS! server is also acceptable if both parties agree to that. Other servers are not sanctioned by the TD team and playing in them might result in your game not counting. Protect yourself from that by playing in Smogtours, where we also have the power to recreate games that end due to DC's.
Scouting
On scouting opponents: Going through your opponents replays of tournament and ladder games is entirely allowed, as long as a game is public there is nothing preventing you from watching it. An exception to this is abusing powers granted to you by being staff on Smogon or PS! to gain access to information a normal user wouldn't have access to, which is strictly forbidden.
On leaking teams: Divulging private information about someone's planned team to their opponent is never allowed, and will be heavily sanctioned. Requesting that such information be divulged is also grounds for punishment. Keep your scouting to publicly available information and you'll be fine.
Timer Clause / Disconnections
On Timeout losses: A player that loses by having all his time run out loses the game. This is only not the case if the player that received the timeout loss can be verified to have suffered a True Disconnection. Rematches are only allowed if there was a True Disconnection.
On True Disconnection: The TD team has a secret threshold of seconds that your timer must be at or above, from the moment you disconnect, for a timeout loss to be considered a True disconnection. If your game is determined to be a true disconnection if you played on Smogtours and contacted a TD before the room expired your game will be recreated up to the point the disconnect happened. It is the responsibility of the player that disconnected to get a TD into the room before it expires.

Before everything, I want to talk a bit with you.
First of everything, thanks to the Tournament Directors Team to approve the tournament and always being available when needed. Thanks to the community as a whole as I didn't expect the tournament to reach 64 signups, and in three days! And of course, thanks to the council of the tier for communicating with me to schedule Mienshao's ban properly so people wouldn't get confused middle week. Finally, I want to congratulate crying and Elfuseon for reaching the finals. Good luck to both of you!
And now, about the tier.
I started "playing" the tier this Januray and, honestly, I didn't like it at all. The tier was so unbalanced and there were a lot of broken things (the tier was beginning), I couldn't build anything without being destroyed by the whole tier. After that, I used to take a few looks to the server weekly, but nothing else until I was seing a bunch of bans, like Nidoking, Zeraora, Slowbro-Galar, Moltres-Galar and Polteageist; as well as unbans like Obstagoon, Darmanitan, Heracross (trololo) and Grimmsnarl... and some council votes which ended in No Banning like Nidoking (trololo again) and Mienshao (trololololo). What I could see was that, even being an unofficial tier with no relationship with Smogon at all, the council was pretty active and hardworking. That's when I started to keep an eye on the server more frequently. That was a few weeks before the ND RU thread was announced. I offered the council to host this tournament whenever the thread was posted so the tier could be advertised a bit and they really supported the idea. And, well, as I was hosting a tournament, the less I was expected to do was knowing the tier, so I started playing it and building. I am not lying when I say this is the best metagame I've ever tried, maybe compared to SM RU. It is very easy to build, a lot of things are viable and there are still a lot of things to discover. The community is also great and they will always play a game if you ask them, which really helped me to come up with more ideas to build. Specifically, thanks to the whole council of the tier, scorbunnys, Blaze (I don't know your Smogon user), Velcroc and whoever I've ever played a game with, love you all.
