This will be a Pet Mod where moves, mons, items, and abilities will be added/modified in an effort to create a more diversified and stable Balanced Hackmons.

For example:
"Rage Fist now caps at 250 BP, and its base power resets when switching out."
"Adamant Orb cannot be knocked off when Dialga holds it."
"Golisopod now has 90/125/140/60/90/40 stats."

While you can add/modify any mechanic you desire, the new meta shouldn't be significantly far removed from the original meta. Thus the guiding principle is:
The NDBH meta should more or less fit into the MBH meta. This means that if I bring an NDBH team to a MBH battle, I shouldn't immediately be at a significant disadvantage.

MBH starts with the Gen 9 NDBH banlist, which is the following:
:eternatus-eternamax: Eternatus-Eternamax
:groudon-primal: Groudon-Primal
:rayquaza-mega: Rayquaza-Mega
:shedinja: Shedinja
Gorilla Tactics
Huge Power
Illusion
Innards Out
Magnet Pull
Moody
Parental Bond
Stakeout
Wonder Guard
Gengarite
Chatter
Octolock
Double Iron Bash
Shell Smash
Belly Drum
Electrify
Comatose + Sleep Talk
Imprison + Transform
Rules: Forme Clause, Sleep Clause, 2-Ability Clause, OHKO Clause, Evasion Clause, CFZ Clause, Dynamax Clause, Arceus Clause*
*You can only bring 1 Arceus

Rules
Submission Phase (5 days)
-
During the submission phase, you can submit 4 new or changed moves, 4 items, and 4 abilities as well as 4 adjustments to Pokémon. Templates are provided below. There are very few restrictions for what you can do with moves, items, and abilities, but please keep your submissions balanced and codeable because the council reserves the right to veto any submission deemed uncompetitive, broken, or unfeasible. New moves/abilities can be given to Pokemon for flavor purposes but are ultimately not necessary (it's a BH game after all). Multiple moves / items / abilities can be subbed in one slot if they are clones of each other and multiple Pokémon can be adjusted in one slot if they are direct counterparts of each other. Banned moves/items/abilities/mons can also be nerfed/reworked to be unbanned.

Voting Phase (2 days) -
During the voting phase, you may vote for up to 4 submissions in each category. You are allowed 2 self-votes. The top voted submissions will win and be added to the metagame, with at least 2 winners in each category (except items, of which at least 1 will win).

Distribution & Discussion Phase (1 day) -
During this phase, you can discuss the new additions to the metagame and what effects they may have. Discussion can take place in this thread or in the MBH Discord server (link coming soon).

Pokémon With This Move (optional): + :dusknoir:
Justification: i love rage fist but its clearly broken so heres the solution.
Name: Huge Power
Effect: This Pokemon's weight is doubled and its weight-based attacks have 1.5x power.
Impermanent (Can this ability be suppressed/changed?): yes
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): yes
Pokémon With This Ability (Optional): + :kingambit: (over pressure) :copperajah: :coalossal: (over flash fire)
Justification: weird ability but you can use heavy slam, heat crash, low kick, and grass knot effectively. could maybe see it on an offensive hooh or zama-c, who knows

Name: Pure Power
Effect: This Pokemon's attacks ignore its own stat drops and have no recoil.
Impermanent (Can this ability be suppressed/changed?): yes
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): n/a
Pokémon With This Ability (Optional): + :deoxys: :conkeldurr: (over iron fist) :tauros-paldea: (over anger point)
Justification: sidegrade magic guard in that you are no longer immune to hazards/burn or poison damage but can spam draco/psycho/leaf storm effectively. could see this on dialga-origin.

Name: Shadow Tag
Effect: When this Pokemon is attacked, the attacker gains the Ghost typing.
Impermanent (Can this ability be suppressed/changed?): yes
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): yes
Pokémon With This Ability (Optional): + :sableye:(over stall):marowak-alola:(over cursed body):dusknoir:
Justification: adds some offensive counterplay to mostly special attackers where you can put it on a dark mon and aggressively play with it (since most special attackers have fairy coverage) to pursuit trap most things.

Name: Stakeout
Effect: This Pokemon's attacks have 1.2x power and ignore immunities if the target that has switched in this turn.
Impermanent (Can this ability be suppressed/changed?): yes
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): yes
Pokémon With This Ability (Optional): + :golurk: (over iron fist) :toxtricity: (over plus) :toxicroak: (over anticipation)
Justification: niche ability that things like garchomp/mmy/gengar can use to hit expected immunities on the switch. checked easily by furscales/resists.
Name: Boomerang
Effect: Returns to the holder when flung.
Removable (Can this be removed by Knock Off or Trick?): no
Fling Power & Effect: 100 BP, 100% to drop the target's Defense
Justification: super boomerang from jolt.

Name: Shell Bell
Effect: When the user deals damage, it is healed for 1/8 max HP.
Removable (Can this be removed by Knock Off or Trick?): yes
Fling Power & Effect: unchanged
Justification: shell bell from jolt.

Name: Metal Powder / Quick Powder
Effect: Original effects but now work while the user is transformed.
Removable (Can this be removed by Knock Off or Trick?): not when used by Ditto
Fling Power & Effect: unchanged
Justification: very niche imposter use case.

Name: Room Service
Effect: Holder's use of room moves last 8 turns instead of 5.
Removable (Can this be removed by Knock Off or Trick?): yes
Fling Power & Effect: unchanged
Justification: tr is a meme but let's change that a bit
:sv/camerupt::sv/camerupt-mega:
Name: Camerupt(-Mega)
Type: Fire / Ground
Base Stats: 80 / 150 / 100 / 80 / 100 / 20 | 540
Mega Stats: 80 / 120 / 140 / 150 / 140 / 20 | 640
Mega Ability: Contrary
Justification: pdon lite. base is a memey trick room abuser but mega is a bulky guy with good offenses to boot, able to run either furscales or desoland quite well. contrary mega is another trick room meme

:sv/scizor-mega:
Name: Scizor-Mega
Type: Bug / Steel
Stats: 70 / 150 / 160 / 60 / 110 / 50 | 600

Mega Stats: 100 / 144 / 130 / 145 / 110 / 71 | 700
Mega Ability: Berserk
Justification: base keeps original mega's niche of gigantic diamond storms while mega gains a niche in being a pursuit user that isnt weak to fairy. also adds another viable doom desirer.

Name: Ursaluna
Type: Ground / Normal
Mega Stats: 130 / 140 / 80 / 45 / 105 / 50 | 550
Justification: snorlax sidegrade - gains pblades/tarrows as a stab (very useful) and 30 atk at the cost of weakness to scald, less special bulk than snorlax, and inability to underspeed base 50s.

Moves
Name
: Dried Supply
Accuracy: 100
Power: 0
Category: Status
PP: 10 (max 16)
Effect: Leech Seed but it targets the user and can affect Grass types
Z-Effect (if a Status move): Restores negative stat stages to 0
Priority: 0
Flags (ex: Contact, Sound): None
Type: Grass
Pokémon With This Move (optional): :Greedent:
Justification: Liquid Ooze needs a bit more love, this move enables mons that carry such ability to consistently wear down the opponent, but the catch is that they wear down themselves too, ability disruption and stuff like Regenerator cores also means that there's counterplay to this move.

Adjustments
:sv/Kangaskhan-Mega:
Name: Kangaskhan-Mega
Type: Normal/Ghost
Stats: 105 / 130 / 100 / 35 / 120 / 100 (590 BST)
Justification: The sole legal Parental Bond mon requires some buffs to be actually good, so here I am. You can elect to either compromise its item slot to a Kangaskhanite to run PBond, or just use any other item to also elect another ability.

Adjustments
:sv/cresselia:
Name: Cresselia
Type: Psychic
Stats: 120/70/130/75/130/75 (+20 defense, +10 spdef, -10 speed)
Justification: Cress got bullied this generation for no reason, so i'm suggesting a minor buff to try and give it a viability boost. Bringing up it's special defense back to how it was in prior generations and increasing it's physical defense slightly as it's main role was to check MMX. Lowering it's speed allows it to underspeed Zyg-C, which is nice for it especially since I'm hoping to see aurora veil teams become viable this generation, so being able to slowpivot against base 85 using chilly reception rather than teleport is nice.

Abilities

Name: Water Bubble
Effect: User's Water-typed moves ignore weather conditions, abilities, opposing stat changes and items such as covert cloak and passho berry. In addition the user cannot be burned.
Impermanent: Yes
Ignoreable: No
Justification: Super Mold Breaker, the idea is mostly flavor, with water bubble being "in it's own bubble" and ignoring all countermeasures, funny with rend especially since the vanilla burn effect stays. Doesn't have the brute damage of primsea or even tough claws so it doesn't outclass anything, won't self announce like moldy does, since it's not as versatile, not affecting many good status moves and not being able to break fc waters.

I have zero actual knowledge of BH so consider me doing this due to my experience watching people play in PMPL:

Ability
Name
: Liquid Ooze
Effect: This Pokemon damages those draining HP from it twice as much as they would heal. Nullifies damage from Poisoning / Black Sludge.
Permanent (Can this ability be suppressed/changed?): Yes
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): Yes
Pokémon With This Ability (Optional): Same + :Glimmora:
Justification: Triage mons can suck my dick. Now has an additional anti-toxic effect on top of its newfound ability to make draining move users die instantly.

:sv/rayquaza-mega:
Name: Rayquaza-Mega
Type: Dragon/Flying
Stats: 105/180/100/180/100/115 -> 105/155/100/155/100/115 (-25 Atk, -25 SpA, -50 BST)
Justification: Rayquaza-Mega is one of the banned Pokemon in NDBH. These changes hope to make it more balanced to the point of being unrestricted.
Nerfed offenses make them lower than that of Diancie-Mega's, reducing the 2HKO after minor chip potential of moves such as Choice Specs Boomburst and Choice Band Dragon Ascent. The Speed is unadjusted (previously wanted to adjust to 105), as a 105 speed tier makes positive natured speed tie with neutral Arceus, which leads to some undesired speed ties, instead the current speed tier should be fine as it allows Arceus to outspeed with the same nature.

:sv/groudon-primal:
Name: Groudon-Primal
Type: Ground/Fire
Stats: 100/180/160/150/90/90 -> 100/150/160/120/100/90 (-30 Atk, -30 SpA, +10 SpD, -50 BST)
Justification: Groudon-Primal is one of the banned Pokemon in NDBH, currently only able to be used with the Red Orb. These changes hope to make it more balanced to the point of being unrestricted.
150 Atk means Choice Band Desolate Land V-create (new V-create) never OHKOs neutral Arceus, while the reduction in SpA reduces the ability for Groudon-Primal to lure its checks with strong special moves. 10 SpD was given to help Groudon-Primal take special hits better, potentially opening up a defensive role instead.

:sv/kyogre-primal:
Name: Kyogre-Primal
Type: Water
Stats: 100/150/90/180/160/90 -> 100/120/100/150/160/90 (-30 Atk, +10 Def, -30 SpA, -50 BST)
Justification: These changes are purely for Kyogre-Primal's stats to match that of Groudon-Primal's. Kyogre-Primal is well-balanced in NDBH, and thus these changes are not ideal. However, these changes do not negatively affect Kyogre-Primal's defensive capabilities, instead giving a minor buff. The offensive nerf will impact sets like Poison Heal, but this set should still be very viable.
Name: V-create
Accuracy: 95% -> 100%
Power: 180 -> 120
Z-Power: 220 -> 190
Category: Unchanged
PP: Unchanged
Effect: Stat drops unchanged, but added effect of: Deals 1.5x damage if the move is super effective.
Priority: Unchanged
Flags (ex: Contact, Sound): Unchanged
Type: Unchanged
Justification: V-create is one of the most dominant moves in NDBH. It has the highest BP out of the reliable moves, and its drawback does not affect its damage output, thus it is one of the most common coverage moves. Its ludicrous power also means it is stronger than some STAB options for certain Pokemon. It is also incredibly difficult to balance Groudon-Primal without nerfing V-create.
These changes seek to reduce its power as a primary attacking option, but not affect its strength as a coverage move. 120 BP matches many other moves, but with more drawbacks. The Collision Course-esque effect makes it retain the same power on super effective targets, which is notably important against threats like Zacian-C for certain revenge-killers (like Deoxys-A). Lastly its accuracy has been set to 100% because we all enjoy missing 95% accuracy moves right.

Name: Shell Smash
Accuracy: -
Power: -
Z-Effect: Unchanged
Category: Unchanged
PP: Unchanged
Effect: No longer provides +2 Spe.
Priority: Unchanged
Flags (ex: Contact, Sound): Unchanged
Type: Unchanged
Justification: Shell Smash before ban is pretty much the best boosting move, providing the most stat changes for offenses and speed. This change, by removing the speed, makes it a very specific boosting option for certain mixed attackers as otherwise its outclassed by Swords Dance and Tail Glow. The removed speed also increases the risk of the defenses drop, as the Pokemon is now more vulnerable to retaliation.

Name: Lumina Crash
Accuracy: Unchanged
Power: Unchanged
Z-Power: Unchanged
Category: Unchanged
PP: Unchanged
Effect: SpD drop from -2 -> -1
Priority: Unchanged
Flags (ex: Contact, Sound): Unchanged
Type: Unchanged
Justification: Lumina Crash current version will allow MMY (and maybe MMX and Deo-A) to have a safe move to click regardless of the switch-in except against Dark-types. This forces a Dark-type on every team, which apart from not having many viable options to pick from is also extremely exploitable by the Lumina Crash user. A quick change to the stat drop should keep it under control for now, but if it still proved to be troublesome its BP can be adjusted.
Names: Adamant Orb, Lustrous Orb, Soul Dew
Effect: Unchanged
Removable: Yes -> No
Fling Power & Effect: Unchanged
Justification: QoL thing to match Griseous Orb. Especially nice since the Origin-formes have potential viability and a Knock Off + Trick Immunity can be useful to have. Soul Dew might not be viable still but just added for consistency + Latias-Mega is potentially viable.
Name: Gorilla Tactics
Effect: Unchanged, but 1.5x Atk -> 1.25x Atk.
Permanent: Unchanged
Ignoreable: Unchanged
Justification: Gorilla Tactics is one of the banned abilities. This change reduces its power boost, making it have less power boost than abilities like Tough Claws, Adaptability, and Libero, but it makes it for this loss in power and Choice-lock through its universal power boost, giving it a niche in powering up both STAB moves and non-contact moves such as Glacial Lance.

Name: Neutralizing Gas
Effect: New effect: Opposing Pokemon's moves and their effects ignore their own ability.
Permanent: No
Ignoreable: Does not matter
Justification: Neutralizing Gas needs a rework. This change makes it a situationally powerful ability on defense. It can suppress the power boost from abilities like Adaptability, Tough Claws, Libero, Gorilla Tactics, Sheer Force. Stronger still is suppressing -ate abilities, and it can also cripple Magic Guard Pokemon with recoil damage. Note that it cannot suppress the damage boost from Desolate Land and Primordial Sea as the power boost comes from the weather. The drawback here is that it does not provide as much of a defensive buff as FurScales.

Name: Sword of Ruin, Beads of Ruin
Effect: Unchanged, but 0.75 Def/SpD -> 0.83 Def/SpD.
Permanent: No
Ignoreable: No, but does not matter I think
Justification: Currently these abilities provide an effective 1.33x boost to all attacks of that category, at the cost of announcing. This makes it the best boosting ability for non-mixed sets if the element of surprise is not necessary. This number adjustment makes them effectively 1.2x boosts, which is lower than most boosting abilities, but they still have the unique bonus of boosting every move.
The 1.2x might be a bit too low, potentially 0.83 needs to be adjusted to 0.8 or something.

Name: Triage
Effect: Unchanged, but +3 Priority -> +1 Priority.
Permanent: No
Ignoreable: No, but does not matter I think
Justification: Triage is incredibly strong. The ability alone carries Pokemon like Charizard-Mega-Y's viability. Its very restrictive in the amount of defensive counterplay possible, often relying on Spectral Thief and Imposter, but the healing provided makes the Triage users very durable. This change doesn't really solve any of these issues, but it does allow faster Prankster users to be strong checks to Triage, adding a new, very viable and common form of counterplay, especially if Rayquaza-Mega comes back into the meta.
If people want to know what the bulk of their submissions are with respect to current meta mons and common meta breaking moves, this is a sheet that documents the bulks of all G8 NDBH mons + a few G9 mons and most of the common G8 NDBH offensive moves. Do use the Read Me sheet as a guide to how to use the sheet.

Submissions 1 & 1.5 & 2
Name: Bolt Beak / Fishious Rend
Power: 75
Others Things Unchanged
Justification
: 150 base power is much more acceptable than 170.
Name: Hotdog (idk lol, someone help me with its name plz)
Effect: Holder's contact moves have a 10% chance to burn the target.
Removable: true
Fling Power & Effect: 20. 100% Burn.
Justification: It's hot, and new.
Name: Water Bubble
Effect: This Pokemon's offensive stat is multiplied by 1.5 while using a Water-type attack.
Impermanent: true
Ignoreable: false
Justification: Make it a Water-type Dragon's Maw. Reasonable and fair.

Name: Delta Stream
Effect: The damage of Flying-type attacks is multiplied by 1.3. Other effects remain the same.
Impermanent: true
Ignoreable: false
Justification: Flying Terrain.

Name: Emergency Exit / Wimp Out
Effect: This Pokemon switches out after it hits an attack.
Impermanent: true
Ignoreable: false
Justification: Makes every attack move U-Turn. Could be fun. May be broken lol. I can help if there is coding issue.
:sv/eternatus-eternamax:
Name: Eternatus-Eternamax
Type: Poison (-Dragon type)
Stats: 180/145/100/145/100/120 (BST: 790) (+40/+60/+5/+0/+5/-10 compared to Eternatus)
Justification: Gives it reasonable base stats. Also gives it a pretty mid offensive type as well as a pretty mid defensive type. Adds a good counter to Fairy types for the metagame. Bulk of each side is 16.86 based on Chessking's bulk sheet which is slightly lower than Pdon's physical bulk and Ho-Oh's special bulk.

:sv/palafin-hero:
Name: Palafin-Hero
Type: Water/Normal (+Normal type)
Stats: 100/160/97/126/87/100 (BST: 670) (+20 SpA)
Justification: Hero comes from the normal. Wanna see a Water/Normal type work with Poison Heal. Not buffing its bulk cuz otherwise it will be too good and totally outclass Regigigas and Slaking.

:sv/eternatus-eternamax:
Name: Eternatus-Eternamax
Type: Poison (-Dragon type)
Stats: 150/105/105/145/105/120 (BST: 730) (+10/+20/+10/+0/+10/-10 compared to Eternatus)
Justification: People say this is a more balanced version. I agree but I won't say I like it.
This counts as another Adjustment submission of mine.

Category: Special / Physical
PP: 5 (max 8)
Effect: Cannon be used consecutively
Priority: 0

Justification: These moves are known be be unusable, but now they become usable but still nerfed in the way Gigaton Hammer is. Dropped off the power a bit so that it's overtly broken / too strong). Should be a good nuke option, but not being able to use it twice means getting some valuable 2hkoes might be difficult.

this is too good a buff in my opinion because the thing holding kangaskhan back from 2hkoing the whole tier is its crappy defensive typing and bulk. being able to switch into things like fairies and outspeed neutral arceus makes it way too difficult to handle. i would advise you to change the typing and lower the speed back to 100.
also for consistency's sake you edited the bst and hp of a mega so please edit the base accordingly.

Name: Bitter Blade
Accuracy: unchanged
Power: unchanged
Category: unchanged
PP: unchanged
Effect: unchanged
Z-Effect (if a Status move): unchanged
Priority: unchanged
Flags (ex: Contact, Sound): + Heal (affected by Triage)
Type: unchanged
Pokémon With This Move (optional): unchanged
Justification: someone had to do it
Name: V-create
Accuracy: 95% -> 100%
Power: 180 -> 120
Z-Power: 220 -> 190

Name: Lumina Crash
Accuracy: Unchanged
Power: Unchanged
Z-Power: Unchanged
Category: Unchanged
PP: Unchanged
Effect: SpD drop from -2 -> -1
Priority: Unchanged
Flags (ex: Contact, Sound): Unchanged
Type: Unchanged
Justification: Lumina Crash current version will allow MMY (and maybe MMX and Deo-A) to have a safe move to click regardless of the switch-in except against Dark-types. This forces a Dark-type on every team, which apart from not having many viable options to pick from is also extremely exploitable by the Lumina Crash user. A quick change to the stat drop should keep it under control for now, but if it still proved to be troublesome its BP can be adjusted.
Name: Bolt Beak / Fishious Rend
Power: 75
Others Things Unchanged
Justification
: 150 base power is much more acceptable than 170.
Name: Delta Stream
Effect: The damage of Flying-type attacks is multiplied by 1.3. Other effects remain the same.
Impermanent: true
Ignoreable: false
Justification: Flying Terrain.
Names: Adamant Orb, Lustrous Orb, Soul Dew
Effect: Unchanged
Removable: Yes -> No
Fling Power & Effect: Unchanged
Justification: QoL thing to match Griseous Orb. Especially nice since the Origin-formes have potential viability and a Knock Off + Trick Immunity can be useful to have. Soul Dew might not be viable still but just added for consistency + Latias-Mega is potentially viable.
Name: Room Service
Effect: Holder's use of room moves last 8 turns instead of 5.
Removable (Can this be removed by Knock Off or Trick?): yes
Fling Power & Effect: unchanged
Justification: tr is a meme but let's change that a bit
:sv/iron-treads:
Name: Iron Treads.
Type: Ground / Steel
Stats: 130/110/80/50/120/80 (570 BST)
Justification: special defensive ground. switches into miraidon and XERNEAS! (FISHIOUS REND and V CREATE still arent good)
:sv/camerupt::sv/camerupt-mega:
Name: Camerupt(-Mega)
Type: Fire / Ground
Base Stats: 80 / 150 / 100 / 80 / 100 / 20 | 540
Mega Stats: 80 / 120 / 140 / 150 / 140 / 20 | 640
Mega Ability: Contrary
Justification: pdon lite. base is a memey trick room abuser but mega is a bulky guy with good offenses to boot, able to run either furscales or desoland quite well. contrary mega is another trick room meme

:sv/tyranitar::sv/tyranitar-mega:
Name: Tyranitar(-Mega)
Base Type: Dark / Rock
Mega Type: Dark / Steel
Base Stats: 100 / 154 / 90 / 85 / 100 / 81 | 600
Mega Stats: 100 / 144 / 130 / 145 / 110 / 71 | 700
Mega Ability: Berserk
Justification: base keeps original mega's niche of gigantic diamond storms while mega gains a niche in being a pursuit user that isnt weak to fairy. also adds another viable doom desirer.

Pokémon With This Move (optional): + :dusknoir:
Justification: i love rage fist but its clearly broken so heres the solution.

Name: Ceaseless Edge / Stone Axe
Accuracy: 100
Power: unchanged
Category: Physical
PP: unchanged
Effect: unchanged
Priority: unchanged
Flags (ex: Contact, Sound): unchanged
Type: unchanged

Justification: these fuckin moves miss so damn much i hate it

Name: Dire Claw
Accuracy: 100
Power: 90
Category: Physical
PP: unchanged
Effect: 40% to inflict poison or paralysis
Priority: unchanged
Flags (ex: Contact, Sound): unchanged
Type: unchanged
Pokémon With This Move (optional): + :toxicroak:
Justification: to reduce how annoying this move is. slight bp boost to compensate.

Name: Spin Out
Accuracy: 100
Power: 60
Category: Physical
PP: 20
Effect: User switches out.
Priority: unchanged
Flags (ex: Contact, Sound): unchanged
Type: unchanged
Pokémon With This Move (optional): + :iron-treads::magnezone::gogoat:
Justification: worst steel move in game to maybe top 5 steel move in game.
Name: Gulp Missile
Effect: When hit after Surf/Dive, attacker takes 1/4 max HP and -1 defenses or -2 Speed.
Impermanent (Can this ability be suppressed/changed?): no
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): no
Pokémon With This Ability (Optional): unchanged
Justification: setup for a cram stat boost because water/flying is kind of cool

Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): n/a
Pokémon With This Ability (Optional): + :golurk: (over iron fist) :toxtricity: (over plus) :toxicroak: (over anticipation)
Justification: niche ability that things like garchomp/mmy/gengar can use to hit expected immunities on the switch. checked easily by furscales/resists.

Name: Costar
Effect: On switchin, this Pokemon copies the opponent's stats.
Impermanent (Can this ability be suppressed/changed?): yes
Ignoreable (Can this ability be ignored from Mold Breaker/Teravolt/Turboblaze?): n/a
Pokémon With This Ability (Optional): + :lopunny:(over cute charm):altaria::milotic:(over cute charm)
Justification: niche ability for things like mmx/mmy to switch in on ph setup users and force them out.
Name: Covert Cloak
Effect: now also blocks Stone Axe and Ceaseless Edge's secondaries
Removable (Can this be removed by Knock Off or Trick?): unchanged
Fling Power & Effect: unchanged
Justification: with covert cloak confirmed not to block these two moves they are poised to be very centralizing (possibly overcentralizing) hazard moves. this reverts the discovery by adding a hard check to these moves so they are more manageable.

Name: Malicious Armor
Effect: When any Pokemon attempts to remove this item, they are inflicted with Torment.
Removable (Can this be removed by Knock Off or Trick?): no
Fling Power & Effect: 100, inflicts Torment
Justification: i liked mail in gen 5 so heres a slightly better mail

Name: Booster Energy
Effect: Activates the Protosynthesis or Quark Drive abilities. Not consumed after use.
Removable (Can this be removed by Knock Off or Trick?): no
Fling Power & Effect: unchanged
Justification: basically you can use this to get 1.5x spe and have an unknockable item. other uses are just outclassed by other abilities.

Name: Leader's Crest
Effect: If held by Kingambit, the user's attacks have 20% more power for each ally fainted (does not stack with Supreme Overlord).
Removable (Can this be removed by Knock Off or Trick?): unchanged
Fling Power & Effect: unchanged
Justification: some silly thing for kingambit
:sv/zamazenta::sv/zamazenta-crowned:
Name: Zamazenta(-Crowned)
Type: Fighting
Crowned Type: Fighting / Steel
Stats: 92 / 130 / 115 / 70 / 115 / 138 | 660
Stats: 92 / 130 / 145 / 60 / 145 / 128 | 700
Justification: zamazenta-c reversion because it was fine in ndbh as is

:sv/iron-hands:
Name: Iron Hands
Type: Steel / Electric
Stats: 154 / 140 / 108 / 50 / 68 / 50 | 570
Justification: steel that isnt passive.

:sv/salamence::sv/salamence-mega:
Name: Salamence (-Mega)
Type: Dragon / Flying
Stats: 115 / 135 / 75 / 115 / 75 / 85 | 600
Stats: 115 / 135 / 115 / 135 / 75 / 125 | 700
Mega Ability: Delta Stream
Justification: slightly reworked, with about the same bulk but speed for arceus and more spa to break through things like pdon with boomburst.

:sv/sharpedo::sv/sharpedo-mega:
Name: Sharpedo (-Mega)
Type: Water / Fighting
Mega Type: Water / Dark
Stats: 80 / 45 / 135 / 95 / 105 / 40 | 500
Stats: 80 / 130 / 75 / 130 / 75 / 110 | 600
Mega Ability: Dazzling
Justification: ghost of greninja-ash. purposely made to be much worse - lower offenses and gets outsped by stuff like mmx/gengar - so that it doesnt put so much of a constrain on teambuilding as it did last time (waterceus/pdon meta kinda bringe...)
base is some wacky fc mon and mega is low ladder fillet away bullshit
