The Monotype Council:

Monotype is run by a council of nine, each with an equal say in tiering decisions. The council leads the metagame, decides what should be suspected, and may implement quickbans. In general, the council requires a 5/9 favorable majority to call for a suspect. The council can choose to quickban new elements of the metagame without a suspect test if a 7/9 majority threshold has been met.

Council members are meant to be model members of this community; they are selected based on a range of qualities:
– Strong understanding of the Monotype metagame
– Battling prowess
– Insightful forum posts, particularly in discussion threads
– Respectful, mature posting habits
– Forum and simulator activity

The Monotype Tiering Philosophy:

1. Ban Pokemon that are broken, uncompetitive, or unhealthy
as defined in the official tiering policy framework.

Pokemon with dual typing that exhibit these qualities are almost always banworthy on both of their types. However, should this not be the case, being banworthy on even one type alone is still a sufficient condition for being banned.

2. Do not favor any one type.

The goal of Monotype is for no one type to be overly powerful. A type being too weak or unviable is not a concern for the sake of tiering. This means the suspect for a Pokemon that enables any certain type to be viable should not take into account the resulting unviability of that type. That also means unbanning Pokemon to buff a type is unacceptable.

3. As a result of the two above rules, do not ban a Pokemon from being used on only one type (type ban).

In a suspect, there must be a 60% majority vote to change the status quo, be it a ban or unban. Suspects will last two weeks and voters will have three days to submit votes after the suspect concludes. To qualify as a voter, users have two options: they must play a certain number of games and reach a certain GXE value on the ladder, or they must be a top finisher in live suspect tours if they are available (where the requisite placement is dependent on the number of participants).

Early Gen Tiering
This generation, the only Pokemon to be banned at the start will be Zacian, Zamazenta, and Eternatus, which is banned as a "trio". Due to the massive changes to Pokemon availability, and as with the decisions made for gen 7, we would like to give everything a chance and tier aggressively early on. In order to do this, the council will be as transparent as possible and vote frequently on whether to ban or not ban many elements of the metagame. The Pokemon we vote on will be those discussed in the metagame discussion thread, whether they be brought up by members of the council or members of the community in general, as we want this to be a process everyone participates in even before suspects are held. As a result, we strongly encourage everyone to share their opinions on anything they discover in Monotype as everyone is exploring the new world we play in.

In addition to these Pokemon, the council has also decided to preemptively ban Shadow Tag and Baton Pass. Unlike with Pokemon, these two elements have proven to be inherently highly uncompetitive. We do this with the understanding that one or both may have a future public suspect to finalize their legality. However, in order to accelerate the growth of gen 8 Monotype, we feel that it is unnecessary to give them a chance from the beginning. So they are the only mechanics that are banned and no items will begin banned.

The council will only implement bans where 7/9 of the team votes to ban, unlike the normal requirement, as the expectation is that we may need to resuspect Pokemon back into the metagame as our understanding of the new generation grows. We expect to end this phase of tiering after a couple months at most, at which point we will transition to the usual program of public suspect tests to tier Monotype.

Regarding the Crown Tundra DLC

The Crown Tundra is by far the most impactful DLC due to all the previous metagame staples it will be providing for the SS Monotype metagame. These changes will obviously make the metagame very different compared to the current meta we have. Due to this, the council has chosen to treat Crown Tundra similar to a new generation. We will unban certain aspects which were previously banned that we think could be potentially be balanced in the upcoming metagame. We do this with the full understanding that we may need to quickban or suspect these Pokemon and items in the future if they turn out to be unhealthy again.

Here is the list of unbanned Pokemon and items that will be available to use once the Crown Tundra is released:
  • Damp Rock
  • Kyurem-B
  • Magearna
  • Melmetal
  • Smooth Rock
  • Urshifu-R
As for what is coming in the DLC itself, we’re going to be automatically banning cover legendaries as per usual. These Pokemon are always too strong for the Monotype metagame, so we felt it was fair to use them as a baseline for what is banned at the start.

Here is the list of cover legendaries that will be banned from the beginning. These Pokemon are being added to the existing banlist, previous legendaries like Kyurem-W, Solgaleo, and Lunala are still banned:
  • Dialga
  • Giratina
  • Giratina-O
  • Groudon
  • Ho-Oh
  • Kyogre
  • Lugia
  • Palkia
  • Rayquaza
  • Xerneas
  • Yveltal
Aside from those Pokemon, we will be issuing quickbans to quickly remove anything that is obviously unhealthy. We encourage people to share their thoughts on Pokemon they feel are unhealthy as the metagame progresses in the Metagame Discussion thread.

Regarding Tiering


In the OP, it is said "In a suspect, there must be a 60% majority vote to change the status quo, be it a ban or unban." This will no longer be the case. We will be adapting the OU threshold which has changed to 50% voting either way when a pokemon is being suspected after a quickban.
