Well well well, look at this hot garbage. Good old gamefreak, with their doubles-oriented balancing and not caring one bit about singles. Ah, who doesn't love gimmicks that are useless for singles players. Considering how they wanted it to be okay-ish, they should have just done something called MAKE THE BUFF ACTUALLY GOOD so :Minun: isn't useless unless it's before the second in-game gym.
Make it into a doubles ability where if :Minun: and :Plusle: are on the field, they fuse like Dragon Ball into one Pokémon and become their stats combined, and an automatic helping hand buff on each of their moves a la commander. Best way to accomplish this:
When Minun and Plusle fuse, they should have a ZERO shape, since positive and negative kinda compensate. Zero will also be the chance to win vs such an abomination.
Normal Form's stats should be a mix of both, so...(drumroll please)
HP=60+60=120
Atk=40+50=90
Def=40+50=90
Sp.Atk=75+85=160
Sp.Def=75+85=160
Spe=95+95=190
And naturally, in ZERO form we add a zero on the end of each to make this abomination:
HP=120x10=1200
Atk=90x10=900
Def=90x10=900
Sp.Atk=160x10=1600
Sp.Def=160x10=1600
Spe=190x10=1900
Signature Move: Cheery Spirit
Gives +6 to Sp.Atk and Spe, cannot move next turn. GameFreak thinks this is probably balanced!

Overview

Okay. Just looking at this... this is dreadful. Let's play a game, shall we? We take :Minun:'s 75 Sp.Atk stat and keep going down tiers until we find an electric special attacker who has the same or less Sp.Atk as it. OU, UU, RU, NU (:Electrode-Hisui: is 80 ooh), PU, ZU. That is where the game stops, with :pachirisu: and :pikachu: being lower (although :Pikachu: is just a technicality due to :light ball:) than it's stats. For reference, NINE LC pokemon have higher Sp.Atk stats than :Minun:, with an additional 3 being equal. How does it feel to tie the mighty :oddish:? Okay, this is clearly a lower tier/support mon. What can it do then? (Nothing of note.)

Meme set time! You know how I said that Minun's ability sucks? Then why not give it to others? Entrainment Minus yooooooooooo. Otherwise, literally same as before, fast encore and pivoting and scarf tricking.

Closing Thoughts

Predicting :Minun: to be ZUBL, as :Plusle: and :Minun: have been in :Raichu:'s shadow ever since gen 4. This mon is the Cheerleader Pokemon, and it is best cheering on your team instead of fighting.

Was about to throw shit at this analysis, but this Mon is fully outclassed by Raichu as a Nasty Plot sweeper with Alluring Voice + Grass Knot. Its also outclassed by Raichu as a Wisher (5 points less defense for 5 points more Sdef is not enough of a difference). So, non ironically Super Fang and Switcheroo (also Sing, but we are not using that) are the only thing this Mon has over Raichu. No other Electric Mon has both moves, so thats pretty much the only niche for it and Plusle. Very sad.

I'm just going to put this into the main post 'cause I think it is funny.
Okay, shiinotic and parasect having the same base stats as minun is just depressing. Why do they have to make mushroom pokemon not named ammonguss bad? Spore ain't that great to deserve this. It's good, but not going to launch pokemon to instant brokeness (forget gen 9 happened)

Also, on the bright side :minun: has the same BST as a former Uber! :wobbuffet:
