Agree that 24 moves is excessive. I genuinely don't know why you would need that many. Even like 5 or 6 would still be interesting to add some depth without feeling cumbersome. I do feel like fifth moves have been done sometime before (I remember an OM that let you use a status move on entry with the ability slot but I forget what it was called).
