There are plenty of items that have no competitive use (Evolution items, useless berries, TRs, balls, evolution stones, and more) but not all of them are there. I'll admit, sometimes I use Pokemon Showdown to make "character" sheets of sorts, and the only reason I know that some items are missing is that I tried to give a Pearl String to a Weavile just now. If you're going to have TRs and all that, might as well make Potions, valuable items, and everything else available too. It would also help with Scavenger hunts because, of course, if an item isn't in Pokemon Showdown, then /is won't find it.
As a counter-argument of sorts, this would make Challenge Cup and Hackmons Cup Pokemon even less likely to hold useful items than they are now. This could be a positive or a negative, but either way it's definitely something that would need to be considered.
