Currently, ladder decay only occurs when one has an Elo rating of above 1500. I suggest lowering this threshold level to perhaps either 1400 or 1300.
This is to ensure that the current top 500 users in a ladder are active and thus more representative. As CG lower tier ladders (and other niche ladders) are already suffering from inactivity, coupled with many alts that have not been touched for a long time, this results in the top 500 having many inactive 1500/1499 Elo alts without a GXE due to a high Glicko deviation. Here are the screenshots of Gen 8 RU and NU top 500 ladder alts, many of which are already inactive. For reference, the number of inactive alts with 1500/1499 Elo in RU and NU are about 450 and 300 respectively.
