[OVERVIEW]
Jolteon makes good use of its high Speed stat and decent power on bulky offense teams to threaten faster offense teams. It most notably outpaces Ribombee and other Pokemon like Sneasel and Cinccino. It becomes a nightmare for hyper offensive teams that fail to fit a Ground-type, as they are just frail enough for Jolteon to pressure effectively. However, against bulkier teams, its lesser power is more noticeable, as it struggles to make much progress on its own. This lesser power on top of its frailty allows foes like Gallade and Scrafty to trade with it. Jolteon's coverage options are also terrible, making it easier to pivot around even without an Electric-immune Pokemon, as Jolteon struggles against Ferroseed and Eldegoss regardless.

With Heavy-Duty Boots, Toxic can cripple specially defensive Pokemon like Audino and Gigalith before Jolteon pivots out. Heal Bell provides more utility for teammates when Jolteon cannot make progress otherwise. Choice Specs gives Jolteon immediate power to clean up frail teams with Thunderbolt and notably OHKO Ribombee and Wishiwashi from full health. Heavy-Duty Boots lets Jolteon pivot more freely and run support moves but makes it struggle more to revenge kill foes. Jolteon can form reliable VoltTurn cores with Pokemon such as Wishiwashi and Whimsicott. These Pokemon also can deal with Ground-types like Sandaconda for Jolteon. Wallbreakers like Gallade and Scrafty can capitalize on bulky foes like Audino and Gigalith that Jolteon draws in as well. Fire-types like Centiskorch and Charizard take advantage of the Grass-types that check Jolteon, like Whimsicott. In return, Jolteon can pressure Water-types like Wishiwashi or spread Toxic poison onto foes like Gigalith.

If you meant HO, which seldom has either, then that could be clarified. Otherwise, I'd add Toge here, as offensive VoltTurn teams could still fit that as well). However, against bulkier teams, its low power is more noticeable as it struggles to make much progress on its own. Even when there is no Ground-type present, foes like Ferroseed, Togedemaru, (above) and Eldegoss are difficult to wear down and can pivot around its attacks (more relevance mentioning that point here, as these are the walls pivoting around its attacks). Jolteon's coverage options are also nonexistent, making it easier to pivot around (Above. There's no mention of Jolteon's frailty thus far, and a good point to end on could be how bad it is at trading hits against bulky-offensive threats that Jolteon can't beat on its own)

Later, if you wanted to write something like "Shadow Ball is Jolteon's best attack for..." then that would convey the coverage issue well enough to the reader). Heavy-Duty Boots let Jolteon pivot more freely and can safely run support moves at the cost of being harder to revenge kill foes (This is fine as is, although a couple examples of the damage drop off if you wanted to add them would be the OHKOes on Wishiwashi and Ribombee that specs picks up and HDB doesn't). Shadow Ball hits Ground-types such as Sandslash and Rhydon as well as other Electric-immune Pokemon like Lightning Rod Togedemaru. Hyper Voice functions as additional neutral coverage that is not as spammable as Shadow Ball but does a little more to Pokemon like opposing Jolteon. Saying it supports Gigalith is okay but that point ignores why Jolteon is being forced to run this move in the first place). Jolteon can form reliable VoltTurn cores with Pokemon such as Wishiwashi and Whimsicott. These Pokemon also can deal with Ground-types like Sandaconda for Jolteon. Wallbreakers like Gallade and Scrafty are able to capitalize on bulky foes like Audino and Gigalith that Jolteon draws in as well.

However, against bulkier teams, its low power (base 110 SpA with Specs is in no way "low power", I would focus on its fragility and lack of coverage more) is more noticeable as it struggles to make much progress on its own. Its low power on top of its frailty allow foes like Gallade and Scrafty to trade. Even when there is no Ground-type present (more like no Electric immunity, LR Toge is a good mon and Lanturn exists I guess), foes like Ferroseed and Eldegoss are difficult to wear down (say Grass-types here). Jolteon's coverage options are also nonexistent making it easier to pivot around.

if specs jolteon can still run toxic/heal bell, which my edits imply is not the case, probably do the following changes:
change the sentence abt Toxic a bit, both bc i added "with hdb", and bc specs jolteon cant use toxic before pivoting out with volt switch
change "and run support" to "and safely use support"
