How to nerf and how to buff

In this pet mod, we will find a way to nerf certain things to ou level, and buff things until they are broken or, you know, NOT SUCK

For this: we should figure out the following:

How do we nerf Dynamax so that it can be used in OU without banning it?
How do we buff Dawn Wings Necrozma so that it becomes viable in Ubers?
How do we buff PU pokemon until they are OU material?
