SS OU How can I fix this mess of a team?

I have to make a team featuring Starmie for a server challenge. I cannot use legendaries, mythicals, or any pokemon above OU
I tried to combine all my strategies together into one team but.. It looks like a mess. Can I get some help? Here's the team in question.


Floppy fish (Stunfisk) (M) @ Leftovers
Ability: Static
EVs: 252 HP / 252 Def / 4 SpD
Bold Nature
IVs: 0 Atk
- Stealth Rock
- Protect
- Earth Power
- Toxic
( My set up pokemon. Very defensive, and very good at setting up with stealth rock, toxic, protect, and then earth power until it dies, or I can switch it out if I can't use toxic or earth power)

Toxia (Toxapex) (F) @ Black Sludge
Ability: Merciless
EVs: 252 HP / 252 Def / 4 SpD

( My set up. As long as it gets a drizzle off, I can use scald until it dies, then switch to Star)

Star! (Starmie) @ Expert Belt
Ability: Analytic
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Hydro Pump
- Ice Beam
- Psyshock
- Thunder
( makes use of rain, using thunder and hydro pump)

Edit: I got rid of the team and I'm trying something else- Thanks for all your answers though :D

You need some descriptions my fellow read the RMT rules :) (also nice pfp oddish is love oddish is life)
 
Descriptions would be like providing at least three lines for each team member, like what the role is and the purpose of the set for each mon overall.

as for stunfisk you said it’s role is as a defensive stealth rock setter it could be replaced with ferrothorn (its fire weakness is decreased in rain) ferrothorn offers a ton of resistances with its steel typing :)

Toxapex is a good Pokémon I would just do some fixing on the set replacing liquidation with scald.

dragonite doesn’t really have a place on a rain team ¯\_(ツ)_/¯ you could replace it with something like baraskewda (who is very strong with choiceband swift swim)

Volcarona also doesn’t really have a place on a rain team you said you wanted fire coverage whitch you could replace with something like flashfire heatran or swift swim seismitoad

pelipper is based and the best rain setter you could replace specs with heavy duty boots or damp rock
and maybe replace protect with Defog as your team as it is is weak to knock off + stealthrocks/spikes

starmie is decent with anyalytic maybe replace expert belt with choice specs.

Im not sure if I really like Volcarona on rain. You could swap if for the other Volc, Volcanion, is you wanted fire coverage. If you wanted to go with rain, I think you should be doubling down instead kinda a normal team with two rain mons slapped on at the end, almost as if they were just an afterthought. I also gotta ask what the Volcarona and Dnite spreads are for, not that they’re bad, Im just curious as to what purpose they serve. Im also not really sure about Stunfisk as your ground type, theres so many better options in OU like Landorus, Garchomp, and even some more niche ones like Hippo, Drill, or Nidoking. Same with Starmie as a rain abuser, Urshifu, Barraskewda, Crawdaunt and probably some others Im forgetting all outclass Starmie in spamming high power water moves in rain, and if you want thunder spam, Zapdos is right there and also gets weather ball. Lele is also a hige threat here. To sum up my thoughts, I think that the mons on the team just don’t work very well together, some of your picks just have better options to do what they do, and some of your sets are a little odd.
