I don't think discharge spam with Sceptile is a viable archtype for teambuilding. You're free to try it out, but I don't think it's effective. Sceptile can be useful, and I've actually used it to some success, but the goal should be to support Pokemon like Tapu Fini and flying types that want to avoid electric attacks, and essentially prevent your opponent from using those attacks in fear of a switch, rather than to boost it up itself.
