[Gen 1] The Pokédex Redone (Playable on Dragon Heaven)

[Gen 1] The Pokédex Redone

Approved by Ludicrousity and Charizard8888

What is The Pokédex Redone? TPR is a Pet Mod on Smogon that aims to recreate the Pokédex from scratch using a set of rules the mod team determines. The mod team includes:

This format will start in Gen 1 and work its way up to Gen 7! Note that the Special Attack and Special Defense stats are combined into one in Gen 1! There is also no Physical/Special split, and there are no Abilities. So how does it work? Well, we will "replace" each Pokemon with a different Pokemon. For example, take Bulbasaur. It is a 3-stage evolution tree that shares a type. This means Bulbasaur's "replacement" will also be 3-stage and share a type. But that's not all. Bulbasaur has a 253 base stat total in Gen 1. This means Bulbasaur's "replacement" will also have to have a 253 BST. The council will specify which Pokémon are in which slate, and what criteria must be met with each Pokémon.

What are the rules? Well, they’re complicated. A lot of math will be involved on our part to figure out what will be appropriate. Let’s just say we’ve got you covered: We will specify exactly what we want for each slate/Pokémon. Some general rules:
• No stat can be over 130
• 175-249 BST: Lowest stat must be greater than or equal to 20
• 250-324 BST: Lowest stat must be greater than or equal to 30
• 325-399 BST: Lowest stat must be greater than or equal to 40
• 400-499 BST: Lowest stat must be greater than or equal to 50
• 500 BST: Lowest stat must be greater than or equal to 60

More rules: A “replacement” can only have either the same number of STAB moves as the original if it is dual type, or the total number of STAB moves divided by 2 and rounded down if the original is single type. Single type Pokémon “replacements” will have the number of STAB moves multiplied by 2 and rounded down if the original is dual type. In both cases, the number of STAB moves can be less than the max allowed; the council reserves the right to do this. All Pokémon get a free Toxic, Rest, Double-Edge, and Substitute that do not count towards the total. Event moves can be added at the council's discretion and do not contribute toward totals. Swords Dance, Meditate, Sharpen, Lovely Kiss, Hypnosis, Glare, Agility, Softboiled, Growth, Amnesia, Partial Trapping, Dual Screens, Recover, Leech Seed, Sing, Sleep Powder, Stun Spore, Thunder Wave, Acid Armor, Barrier, Self-Destruct, and Explosion are banned from submissions. Banned moves will have their own slate at the end of the generation's voting period. The council reserves the right to add them as event moves as we see fit at any point.

What about non-STAB? A Pokemon can learn as many Normal type moves as it wants, unless specified or its type is Normal. If its type is Normal, then see the STAB section. The council will count how many non-Normal non-STAB moves the Pokémon to be replaced has. The “replacement” Pokémon can learn this number of moves. The number of non-STAB moves submitted can be less than the number allowed. The “replacement" Pokémon can only learn 1 non-STAB move with over 60 base power until the “flavor” phase of submissions begins, where the council will choose select Pokémon to give “flavor” to based on their Pokédex entries and type(s). Pre-evolutions can't learn Hyper Beam. Final evolutions get an exception for Hyper Beam, and it doesn't count toward the total. Evolved Pokémon inherit the moves of their pre-evolved forms, and those moves count toward the totals.

How are the Pokémon decided? First, there will be a slate for idea submissions. We will specify what we want for each Pokémon. Then there will be a slate for voting. In the case of ties, we will select the Pokémon ourselves. Council members reserve the right to adjust anything to their discretion. Under extenuating circumstances, the council reserves the right to “speed up” the process by determining select features of “replacement” Pokémon.

Updating those moves would take care of some issues, such as there being no decent Fighting, Flying, or Bug type moves. Just please don't change the crit mechanics until Gen 2, speed based crit chances are one of my favorite things about Gen 1.

I've decided to reflect the move changes, but not the mechanics.

Update:
Agility and Glare are now banned to the "Banned Moves" slate and will be removed from all submissions. It came down to the fact that Agility can make up for the slowness of any Pokemon and that Glare is too useful as a utility move.

We'll vote on those over 60 BP non-STAB moves later for the Mew replacement. You'll need to pick one from this list:
-Blizzard

-Ice Beam
-Psychic

Pokémon: Weasicle
Type(s): Grass/Ice
35 / 40 / 35 / 75 / 68 (253)
Notable moves: Mega Drain, Blizzard, Ice Beam
Pokédex entry: Weasicle often prefer colder environments. They will freeze an area around themselves to sleep in if it's warm outside.
Weight: 9 lbs.
Egg Group(s): Field, Grass
Evolution(s): Mustelice, Level 16

Pokémon: Mustelice
Type(s): Grass/Ice
50 / 57 / 50 / 90 / 78 (325)
Notable moves: Mega Drain, Blizzard, Ice Beam, Slash
Pokédex entry: Mustelice have grown claws upon evolving. They use this to attack their prey after freezing them.
Weight: 21 lbs.
Egg Group(s): Field, Grass
Evolution(s): Wolvereeze, Level 36

Pokémon: Wolvereeze
Type(s): Grass/Ice
70 / 82 / 70 / 95 / 108 (425)
Notable moves: Mega Drain, Razor Leaf, Blizzard, Ice Beam, Slash, Hyper Beam
Pokédex entry: Wolvereeze is very nimble. It uses its claws to allow it to climb any kind of terrain with ease.
Weight: 52 lbs
Egg Group(s): Field, Grass
Evolution(s): None
Description: For the starter trio, I wanted to stick to the theme of a more fragile attacker, a defensive Pokemon, and a bulkier attacker. This fits the bill of a fragile attacker quite well, I think. Razor Leaf and Blizzard make for some nice coverage, especially in a gen where Fire does not resist Ice and Steel is not a thing yet.

Pokémon: Lizurn
Type(s): Fire
65 / 43 / 65 / 43 / 33 (249)
Notable moves: Flamethrower, Body Slam
Pokédex entry: Lizurn often live up in the mountains. However, they will come down from the mountains to prey on various Bug-type Pokemon.
Weight: 23 lbs.
Egg Group(s): Monster
Evolution(s): Reptire, Level 16

Pokémon: Reptire
Type(s): Fire
75 / 55 / 75 / 65 / 55 (325)
Notable moves: Flamethrower, Fire Blast, Body Slam
Pokédex entry: Reptire have developed bones around outer parts of their body. They use this as armor to protect them from certain attacks.
Weight: 42 lbs.
Egg Group(s): Monster
Evolution(s): Coloscorch, Level 36

Pokémon: Coloscorch
Type(s): Fire/Ghost
105 / 70 / 95 / 85 / 70 (425)
Notable moves: Flamethrower, Fire Blast, Shadow Ball, Body Slam, Hyper Beam, Night Shade
Pokédex entry: Coloscorch were thought to be extinct, but were rediscovered recently. Their bone armor size lets them fight many powerful opponents.
Weight: 386 lbs.
Egg Group(s): Monster
Evolution(s): None
Description: This starter trio has the usual set of a designated defensive Pokemon, bulkier attacker, and faster attacker. This is meant to be a physically defensive Fire-type with solid special bulk as well. Its offensive presence is only middling so it might have to use Night Shade to make up for it to some extent, but Fire/Ghost provides some nice switchin opportunities to Fire, Grass, and Normal.

Pokémon: Bubpole
Type(s): Water
50 / 40 / 50 / 60 / 50 (250)
Notable moves: Surf, Hydro Pump
Pokédex entry: Bubpole are found in mass numbers at the surface of very few ponds. They often end up being eaten by bird Pokemon.
Weight: 6 lbs.
Egg Group(s): Water 1
Evolution(s): Frogua, Level 16

Pokémon: Frogua
Type(s): Water
60 / 50 / 70 / 75 / 70 (325)
Notable moves: Surf, Hydro Pump, Body Slam
Pokédex entry: Due to their coloration, Frogua can take cover in water. They are able to breathe both underwater and above water.
Weight: 27 lbs.
Egg Group(s): Water 1
Evolution(s): Toatanic, Level 36

Pokémon: Toatanic
Type(s): Water/Ground
70 / 80 / 90 / 105 / 80 (425)
Notable moves: Surf, Hydro Pump, Earthquake, Hyper Beam, Body Slam
Pokédex entry: Toatanic are very large, so they cannot move around easily. They are somewhat lazy at is, so they don't need to often.
Weight: 148 lbs
Egg Group(s): Water 1
Evolution(s): None
Description: To cap off the frail attacker / wall / tank trio I had before, this is the tanky attacker! And something else that's nice is that this trio also has the neat little touch of being a mammal, a reptile, and an amphibian! Water/Ground is a decent typing even if this thing can't really hurt Grass-types, and it doesn't have any outright bad stats, but it doesn't excel in any one area either.

Pokémon: Crazefly
Type(s): Bug/Psychic
20 / 35 / 20 / 45 / 55 (175)
Notable moves: Pin Missile, Tackle, Teleport
Pokédex entry: Despite their appearance, Crazefly are docile Pokemon. They have a strict diet consisting only of leaves.
Weight: 7 lbs
Egg Group(s): Bug
Evolution(s): Psychoon, Level 6

Pokémon: Psychoon
Type(s): Bug/Psychic
40 / 20 / 60 / 40 / 20 (180)
Notable moves: Pin Missile, Tackle, Teleport, Harden
Pokédex entry: Psychoon almost never move in the wild. The only exception is to avoid danger, which is rare, since they have no natural predators.
Weight: 22 lbs.
Egg Group(s): Bug
Evolution(s): Flychotic, Level 12

Pokémon: Flychopath
Type(s): Bug/Psychic
80 / 50 / 40 / 85 / 50 (305)
Notable moves: Psychic, Leech Life, Mega Drain, Slash, Thunderbolt
Pokédex entry: Flychopath are often highly aggressive. Anything that gets remotely close to them will be attacked viciously.
Weight: 59 lbs
Egg Group(s): Bug
Evolution(s): None
Description: Yes, this is a reused concept from my mod...Can't really do too much with the stats, so I tried to make up for it to some extent with the movepool. Psychic/Electric coverage is really good, and it has solid special bulk to go with it, although I'm not sure how powerful it is and I don't think coverage alone can carry it. Maybe it'll get Stun Spore and Sleep Powder because it's the Butterfree replacement?

Also I wanted to give Psychoon Protect, but then I remembered Protect was introduced in Gen 2. I dunno, I remembered that right after the thought popped into my head and I've thought it was weird ever since.

Pokémon: Calavant
Type(s): Bug/Fighting
20 / 45 / 35 / 20 / 55 (175)
Notable moves: Pin Missile, String Shot, Counter, Low Kick
Pokédex entry: Calavant often train for combat in the forest they are born in. They will unsuccessfully attack trees in hopes of knocking them down.
Weight: 8 lbs
Egg Group(s): Bug
Evolution(s): Camocoon, Level 6

Pokémon: Camocoon
Type(s): Bug/Fighting
40 / 20 / 60 / 20 / 40 (180)
Notable moves: Pin Missile, String Shot, Counter, Low Kick, Harden
Pokédex entry: Camocoon are not actually cocoons, but they conceal themselves under a camo hide. What it looks like inside is unknown.
Weight: 23 lbs
Egg Group(s): Bug
Evolution(s): Commanto, Level 12

Pokémon: Commanto
Type(s): Bug/Fighting
50 / 85 / 40 / 50 / 80 (305)
Notable moves: High Jump Kick, Twineedle, Leech Life, Body Slam, Hyper Beam, Earthquake
Pokédex entry: Unlike its prior stages, Commanto is a well-trained fighter. Its kicks are strong despite its small legs.
Weight: 176 lbs.
Egg Group(s): Bug
Evolution(s): None
Description: Another reused concept from a bunch of my older designs, minus the cocoon one which just fits here. It's an army ant Pokemon! I mostly just made it a parallel to Flychopath, with it being a much more fragile Fighting-type as opposed to a more "bulky" Psychic-type. Still doubt it will be good though, maybe unless it gets Swords Dance and Agility.

Pokémon: Azurolt
Type(s): Rock/Electric
90 / 105 / 110 / 105 / 90 (500)
Notable moves: Rock Slide, Thunderbolt, Thunder, Earthquake, Hyper Beam
Pokédex entry: Azurolt often prefer to live completely secluded from other living beings. Very few trainers have ever gained the trust of one.
Weight: 43 lbs.
Egg Group(s): Undiscovered
Evolution(s): None
Description: A Pokemon that gets all of the defensive perks of being a Rock-type in this gen alongside resisting Electric and not being weak to Blizzard. Its offensive typing is pretty solid, but it's hard walled by Ground-types. It's still quad weak to Earthquake, and it's still weak to Water as well, but its defensive typing and stats will definitely make it have a good role here.

I'm going to sub the rest later, this is all I have for now.

Extending the Mew sub deadline for a while, reason being it won't be compatible with Smash Mods so I don't need to hurry it in.

Also, remember that it's okay if the Mew replacement is too good for OU. It can be banned, if necessary.

I've decided that after this slate, I will reslate the Mew replacement, carrying over the current submissions, when we slate the Mewtwo replacement at the end of the dex. Thank you for your submissions. This guarantees plenty of submissions for most likely the most influential Pokemon in the metagame, if it doesn't get banned.

Edit your post and choose only 1 from the following moves:
Psychic
Thunderbolt
Thunder
Psybeam
Solar Beam

As the deadline approaches, I have some announcements to make:
-Recover is now banned.
-The Gen 7 type chart, minus Dark, Steel, and Fairy, will be used.
-Fly and Dig are now unbanned.
-Fire types will no longer be able to be burned.
-Paralysis will halve speed.
-Ghost type is now Special, and Dragon type is now Physical.
Last, some new moves are going to be added! I feel that the meta is in need of balance, and as such, these are the moves I will be adding:
-Grass: Giga Drain
-Fighting: Brick Break
-Poison: Sludge Bomb
-Flying: Air Slash
-Ghost: Shadow Ball
-Dragon: Dragon Claw

For those of you who have already voted, you can edit your posts before the deadline, but if you don't get a chance, you can vote on additional moves in the "flavor" slate. This will be after all 151 Pokemon are voted in.
