It has crazy damage output, though. It's coverage is also decent and Flare Blitz's recoil shouldn't be too much of an issue because of it's Rhydon Sized HP. It can still take advantage of Fire Blast and aggravate the ever loving shit out of physical attackers. Very scary Mon.

Marowak gets a nice Ghost-typing which is a huge upgrade in RBY. It gets a signature ghost move, Houndstone’s Last Respects. Although this seems alarming at first since this move single-handedly got Houndstone banned from Gen 9 OU, keep in mind a good portion of the tier is flat-out immune to the move, since the two best types in the game are immune to Ghost. It gets some extra attack and special bulk. Its main special moves have been removed so it can’t use them to take advantage of its higher special, but I let it keep the elemental punches and trash like Water Gun.

lizard becomes a grass/dragon type that can take advantage of two of the new moves. Since it’s a starter, it gets Frenzy Plant, and since it’s a Dragon, it gets Draco Meteor. I removed Swords Dance which forces it to take advantage of these new moves rather than being a 120 base speed SD user. Giga drain lets lizard recover HP, and is weaker than razor leaf, while lizard doesn’t get Razor Leaf. I chose to do this so lizard is more inclined to use Frenzy Plant, since the difference in BP from 90 to 150 is more meaningful than the difference from 110 to 150.

I also tanked its speed to be slower than zapdos. However, it gets the strongest rock move in the game, at a powerful effective 120 BP, just don't miss lmao

An attempt to combine an electric type with coverage and a ghost type with recovery. Rotom suffers from raichu/electabuzz syndome in that despite its good coverage, its stats are too poor to utilize it. However, Rotom could be balanced by an amazing secondary typing and signature move. This will be great to deal with Chansey, since most of the time you’ll be halving its HP, forcing it to soft-boiled, and pain split has more PP than Soft-Boiled. I was originally gonna include the appliances but I figured 50/107/107 bulk on a ghost type with recovery would be too broken for the tier, so i just opted for the worse form but let it get the cool moves from the appliances.

Reasoning: Electode is actually pretty solid as is, but not a meta staple. Changes to Mist Ball from vanilla: BP increased to 75, PP increased to 15.
Justification of Changes: Conversion is meant to emulate Reflect Type from later generations. Growl is meant to emulate Charm from later generations.
Description: Latias can be considered a slower alternative to Alakazam, but a much bulkier one, not to mention one with a usable physical movepool. Latias' Dragon-typing is also a double-edged sword: while Latias does gain some nice resistances to Water, Grass and Electric, she also gains a crippling Ice weakness, which can hinder her in comparison to Alakazam when faced with the Blizzards that tend to fly around everywhere. What Latias does have going for her is a wide, varied movepool that lets her generally threaten more of the metagame than Alakazam: Thunderbolt mauls Slowbro and Starmie, Blizzard hamstrings Dragonite and opposing Latias (as well as Aerodactyl, Beedrill and Zapdos), Surf dumpsters the rocks, Psychic is Psychic, Draco Meteor is a horrendously powerful neutral hit on everything (except for opposing Dragon-types, who get obliterated by it), and so on. She even gets access to some physical moves like Earthquake, just in case Chansey got any funny ideas about trying to wall her, though Latias can't really handle Snorlax very well. She can, however, also run a nasty defensive set with Recover, Light Screen, Reflect, and Toxic, and even potentially make usage of the rare Conversion to alter her type, in case it wants to take advantage of its auxillary options and alter her weaknesses. It certainly has the bulk to make usage of the move, unlike Porygon. Latias' main issue is not doing much of note to Snorlax, and Tauros is a risky matchup for her (though it is also a risky matchup for the Tauros, as the two speed tie, and Tauros does not appreciate eating a possible Special drop from Psychic/Mist Ball or a freeze from Blizzard).

Mist Ball grants Latias an alternative to Psychic to better fish for Special drops, and generally making her less vulnerable to PP stalling, essentially improving her ability to play the long game in comparison to Alakazam, by having 8 extra Psychic PP and a higher chance to reduce Special (Mist Ball is 50% chance to drop Special as opposed to Psychic's 30%), but at the cost of a slight drop in power. This also gives her a slightly better time against Snorlax and Tauros (still not an ideal matchup, though), as a Mist Ball Special Drop on switch-in can be crippling to their ability to take Latias on.

It's also because, well, Mist Ball kind of needs a rework to not be totally overshadowed by Psychic, and I really couldn't think of anything else to give Latias, given it is her signature move, after all.

Description: Big Table. Normal and Ground moves do not scare this in terms of pure damage, period, while it takes the might and STAB of Articuno to make Blizzard a threat due to an Ice resistance and a Freeze immunity. Thus, standard sets for Tauros, Snorlax, and Plucks will find themselves at a dead end here, as will mono-Ice Chansey. Fighting and Rock moves can scare it, but it can stave them off while healthy with Recover. In turn, it faces bad matchups into many special attackers, facing clean 2HKOs from Zapdos and Alakazam while facing poor odds against anything capable of Psychic spam due to special drops. In addition, is not immediately threatening in return against many of foes it walls. Losing Ice Beam and Blizzard ensure that it cannot fish for a freeze in any capacity; in that way, Avalanche can be seen as a downgrade, as the extremely high power it has is offset by pitiful base Special. It hits similarly to Kingler, but only against a foe who stays in to attack Avalugg, keeping in mind that without lower priority it won't get the power boost against Paralyzed foes. And of course, any Fire Blast on any physical attacker is going to put a quick stop to any of Avalugg's antics, meaning it can't reliably expect to stonewall the metagame titans before scouting their set.

Sharpen seems tough to fit on sets, but it's neat that it's here at all so I'll leave it.

Role: Appleton stands out as a potentially potent Amnesia sweeper. It's unique trait of double resisting Electric and normal resisting Ground allows it safe switch in opportunities for many different attacks, but its quad ice weakness means it can't handle a single blizzard when unboosted by Amnesia, something that is compounded by its terrible speed. That is made up by several fantastic traits however, it's access to Apple Acid gives it a reliable Grass STAB move nearly on par with Psychic complete with the chance to lower special which makes it an excellent Rhydon check, and under the right circumstances it can use an Amnesia boosted Apple Acid to potentially one hit KO Starmie. However be careful as Starmie not only outspeeds you but it can also potentially one hit KO you in return with Blizzard if you didnt manage to get an Amnesia off. So Appleton has several great highs and several crushing lows to its name.

Finally, it can counter Normal-types with a choice between a strong High Jump Kick or Focus Punch. This combined with good support in Sleep Powder can make it a quite distinct choice from Eggy. It's main weaknesses are exploitable speed and lack of coverage outside of Fighting-type attacks.

Role: Delphox stands out among the many psychics for several reasons. Firstly it has a STAB option that can threaten other Psychics for neutral damage and Exeggutor for super effective damage. Secondly it's signature Mystical Fire applies pressure to those special attackers by giving Delphox a reliable way to drop their opponent's special stat. This combined with the mechanics of paralysis can cripple paralysis absorbers like Alakazam. Finally, it has several utility options in Thunder Wave, Hypnosis, and Confuse Ray to help their teammates. Delphox's main weakness is their lack of defensive utility and lack of coverage outside of STAB making it walled by Starmie.

Belly Drum/Normal/Status/16 PP/Halves the user's entire HP and maximizes their attack stat.
Role: Linoone plays mostly the same in this game like in their original games. Their main strategy is to use Belly Drum to maximize their attack stat then plow through opponents with STAB Extreme Speed. It's high risk due to the fragility of Linoone but they can hit hard if you can pull it off. Another weakness they have is their lack of coverage due to only having the sub-par Submission and Rock Slide as alternatives to their Mono-Normal onslaught.
Extreme Speed isn't in base RBY either, and you can only submit one signature move, so this one isn't gonna work

This allows it to punish paralysis absorbers making it a very unique counter to those archtypes.. It's excellent 130 special also allows it to shoot out decently strong Psychics or Thunderbolts to help further apply pressure to its opponents. Offsetting a hindering Poison-typing and low speed against non-paralyzed foes.

Role: A-Eggy is the OG Eggy's more offensive cousin. While it lakes valuable status moves in Sleep Powder and Stun Spore it makes up for it by hitting very HARD. It's signature Wood Hammer gives it a very powerful Grass-stab to hit the Rock-types for super effective damage, and it backs this up with a equally powerful Draco Meteor. Aside from that A-Eggy has great physical coverage in Pin Missile to hit fellow Grass-types and Rock-slide to hit Ice-types who may capitalize on its new x4 Ice weakness. Another flaw it has is that except from Leech Seed it doesn't have much in a way of reliable recovery which combined with the recoil of Wood Hammer means it won't be around for long.
There's an issue with this: Alolan Exeggutor CANNOT lack the spore moves, unless it's made a seperate line from Exeggcute. All the Spore moves are learned in the Exeggcute stage. There's literally no way to make them incompatible, unless you some weird confusig shit

hi still stupid busy and will probably close slate on sunday

However, some concerns about Umbreon have been brought to the council's attention, namely how uncompetitive Umbreon trapping would be between Mean Look, Confuse Ray and Sand Attack. Thus, council will be removing Umbreon from the ballot as we do not want to be forcing teams to run Roar/Whirlwind (and these moves currently are nonfunctional right now anyways).
