With NDPL II giving us many new quality games to look over, Galarian Moltres has proven itself to be a dangerous and centralizing threat within National Dex Monotype; as a result, the council has unanimously decided to quickban it from the tier.

Galarian Moltres is able to utilize a variety of sets due to its incredibly useful movepool, impressive bulk, Berserk, and access to Z-moves, making it unpredictable while dealing with a majority of the metagame. Nasty Plot + Agility lacks counterplay and can potentially shred apart types like Psychic and Water that would try to beat Galarian Moltres with revenge killers, like Tapu Lele on Psychic and Choice Scarf Greninja or Mega Swampert on Water. Fiery Wrath and Hurricane offer near-perfect coverage against the metagame, and Galarian Moltres is easily able to get lots of setup opportunities thanks to its aforementioned bulk and valuable defensive typing. Darkinium Z or Flyinium Z can OHKO defensive mons like specially defensive Heatran, Toxapex, Mega Sableye, and Mandibuzz after a NP boost while being a powerful nuke in general. Even without a Z-move, Weakness Policy can be considered on double dance sets to take advantage of Galarian Moltres's bulk and Berserk giving it a free Special Attack boost, making it an excellent sweeper. Taunt sets are just as threatening, being able to shut down more defensive teams like Steel, Flying, and Poison that would otherwise rely on counterplay like Roar Heatran, Mantine, and Toxapex to get rid of its boosts. Rest strengthens this set even further, as it gives Galarian Moltres the necessary amount of longevity to win these matchups while accumulating Berserk boosts. Other Galarian Moltres sets like RestTalk, sub taunt, and RestoChesto have been used throughout NDPL II, showing how versatile it is. Because of this, Galarian Moltres can put in work against lots of types such as Steel, Flying, Poison, Psychic, Ground, and Water. These types need dedicated answers like Flying's own Galarian Moltres, Icicle Spear Mamoswine on Ground to beat Substitute variants of Galarian Moltres, or Nihilego on Poison (which is hard to fit on standard teams) to beat it. However, these answers can still lose as 1) Galarian Moltres can drop to +2 Hurricane or eventually lose to the faster taunt Galarian Moltres, 2) Mamoswine cannot switch in and Galarian Moltres eats an Ice Shard, and 3) Galarian Moltres can eat a Power Gem from Nihilego and OHKO it with +3 Darkinium Z.

Galarian Moltres also happens to fit on one of the best types in Flying and hugely benefits from the support of its teammates. Defoggers like Gliscor and Mantine can manage to get rocks off, letting Galarian Moltres set up easier. Celesteela and scarf landot/lando-i can help in the fairy matchup, which Galarian Moltres struggles a lot against because it can't break through tapu koko + mega diancie and screens support. The Landorus formes, Gliscor, and Dragonite aid in the Electric matchup too, while wallbreakers like Mega Aerodactyl/Mega Charizard Y and Thundurus-T make for good pairings. Flying is a hugely diverse type that can be hard to prepare for, and Galarian Moltres makes preparing for the type even worse considering how unpredictable it is. Outside of Flying, Galarian Moltres gets great support on HO dark teams too; dual screens from Grimmsnarl is huge, letting Galarian Moltres set up without much difficulty, while Greninja can set Spikes, allowing more progress to be made.

Overall, Galarian Moltres has several sets that are effective in their own ways and are difficult to prepare for, great offensive prowess with Nasty Plot, Berserk, and Z-Moves, plentiful bulk, and the ability to take advantage of most defensive Pokemon in the metagame while fitting on two great types in Dark and especially Flying. These make Galarian Moltres extremely flexible, centralizing, and hard to properly handle for most types, marking it as an unhealthy presence in the metagame. Therefore, the council has decided to ban Galarian Moltres immediately rather than holding a suspect test to save time.

Tagging Kris to implement, thanks!
