A) The First Stage of a Charge-Up move can be Encored
B) The First Stage of a Charge-Up move can NOT be Encored. Encore will work on the last successfully used action before the charging.
Vote for one of the options. If A wins we go to the second slate regarding specifically Focus Punch.

List of Charge-Up moves by Gerard: Solar Beam, Skull Bash, Sky Attack, Razor Wind, Fly, Dig, Dive, Bounce, Shadow Force, Freeze Shock, Ice Burn, Phantom Force and Geomancy.

A) Focus Punch should follow the standard rule
B) Focus Punch should be the exception, with its first stage not being considered a completed action as far as encore goes

Majority. Since we don't have a third question to fix Focus Punch, we'll go with an intermediate solution. Sad case, but for balance reasons in-game has to win. I'll go append the NDA descriptions of Focus Punch, and mods may close this thread at their discretion.
