[SET COMMENTS]
Cyclizar is defined by being one of only two Pokemon with access to Shed Tail. While other Cyclizar sets tend to maximize HP in order to pass Substitutes with as much health as possible, this set runs maximum SpA EVs in order to combine the utility of a revenge killer and sub-passer into one set, gaining KOs such as the OHKO on Iron Valiant after one layer of Spikes. U-Turn is an option to increase Cyclizar's longevity by pivoting and recovering with Regenerator with losing HP from Shed Tail, Rapid Spin is used for the hazard removal support but is risky as it locks you in to a very low base power move, while Overheat is used as coverage for Steel types that resist Cyclizar's STAB attacks. For its Tera type Steel grants Cyclizar the most resistances including a Stealth Rock resistance, Ghost avoids its former Fighting weakness, including several priority users, and allows Cyclizar to dodge Dragonite's Extreme Speed, while Fire is exclusively to power up Overheat.

Cyclizar fits best on Hyper-Offensive teams with partners who can abuse Substitute, such as Cloyster and Gholdengo. Cyclizar has trouble 1v1ing opposing fat opponents or priority by itself, notably Ting-Lu or Chien-Pao, however as it is constantly pivoting it can typically Shed Tail into teammates who can punish switches into checks, such as Iron Valiant for both examples above.

Cyclizar is custom built to easily pass Substitutes using its near-exclusive access to the move Shed Tail. This set is designed to optimize this process, utilizing its broad support movepool both from its Normal typing and from its base movepool. Knock Off allows Cyclizar to cripple switchins by removing their items, while Encore prevents it from being setup bait or allows it to grant an even easier switch to another teammate. The EV spread chosen maximizes the amount of HP in the Substitutes passed while Heavy-Duty Boots is used to prevent hazard damage on a Pokemon who wants to maximize the number of times it can switch in to use Shed Tail. Steel-Type Tera is used to gain as main resistances as possible including immunity to Toxic and Mortal Spin and resistance to Stealth Rock.

Cyclizar is used to support Hyper-Offensive teams, especially ones that rely on setup sweepers, as it can maintain momentum while providing safe switches for Pokemon that might not otherwise have them. It is an excellent partner for Pokemon that rely on setup such as Volcarona or frail wallbreakers such as Chien-Pao. Cyclizar is extremely vulnerable to certain forms of priority, notably Specs Iron Valiant and Ice Shard Chien-Pao.

For more balance orientated teams other pivots also pair well with Cyclizar as they enable it to come in safely, this includes Rotom-Wash, Toxapex, and Corviknight. Added some new sentences as you missed covering certain moves and changed the order in which you explained them so that it better matches with the move set. Feel free to re-word sentences that I added but keep the content relatively similar.

heads up the header for the sets should always be [SET], and name should be the set name; it's assumed that this is always cyclizar so we dont need to mention the pokemon anywhere in the sets

This has been sitting here a long time (because I'm bad) and the meta has changed significantly, moving away from the hyper-offensive state it was in when I initially wrote this and becoming more balanced. I'll need to rewrite the whole thing, given that Scarf Cyclizar isn't really a thing in the current meta while Specs is, I don't mention Tidy Up physical sets as an option, and indeed a fair number of moves from its Normal-type movepool get ignored (Wish, Heal Bell, False Swipe).

I'll do it now, but it should be considered from scratch.

Cyclizar is defined by being one of only two Pokemon with access to the move Shed Tail. While other Cyclizar sets tend to maximize HP in order to pass bulkier Substitutes this set runs maximum SpA EVs in order to combine the power of Choice Specs boosted Boomburst and Dragon STAB and the utility of a sub-passer into one set. Regenerator's utility for any Cyclizar set is enormous, and on this set specifically it allows you to keep it alive and at high health, minimizing the threat of chip damage and allowing Dragon Energy to remain a huge threat throughout the match.

Overheat is the most reliable choice as a fourth move specifically for the role of a wallbreaker, as it allows you to break through Steel-types such as Gholdengo, Corviknight, and various defensive Terastyllizers. U-Turn allows you to maintain momentum and utilize Regenerator without losing HP from Shed Tail. Other options include Heal Bell, Rapid Spin, and Knock Off, which provide support for teammates in the form of status and hazard, and item removal respectively, but come at the cost of being a significant momentum drain due to locking you into a weak move. Tera Normal boosts your primary STAB attack in Boomburst, allowing you to spam it more safely, while Tera Ghost is a secondary option that provides an immunity to Fighting-type priority in Vacuum Wave and Mach Punch.

Cyclizar's naturally high Speed leaves few viable Pokemon able to outspeed it unboosted. This combined with its resistance to some notable priority allows it to fire off attacks before most opponents. However Cyclizar often misses important OHKOs, such as on Azumarill, Specially Defensive Annihilape, or Great Tusk, making it important to bring it in safely rather than attempt to 1v1 these threats. Cyclizar thus fits best on teams that can both provide it with safe pivoting and appreciate its pivoting and Substitute passing.

[Set Comments]

In this set Cyclizar takes a more supportive role, maximizing its HP EVs to pass the largest possible Substitutes with Shed Tail. Tidy Up is used both as a supportive, hazard and Subtitute removing move and to boost Attack and Speed for increased damage and, potentially, sweeps. However due to Cyclizars middling power output and bulk this is extremely unreliable, and is secondary to the utility it brings. Knock Off is used to remove items and as a spammable attack, which can be combined with Population Bomb to provide good dual coverage. U-Turn provides Cyclizar with momentum and healing from Regenerator, allowing it to continue to provide support throughout the match. Population Bomb is typically used if Cyclizar is likely to go for a sweep due to its power. Glaive Rush can also be used for a more reliable option, although it leaves Cyclizar more open to revenge killing. However Terastyllizing into the Ghost type can dodge FIghting priority such as Specs Iron Valiant's Vacuum Wave or Mach Punch from various others, which is the biggest threat to Cyclizar. Terastyllizing into Normal or Dragon type based on your primary damaging attack can otherwise help your sweep.

This Cyclizar set is extremely troubled by certain physically defensive Pokemon. Notably Ting-Lu walls it forever, and can even phaze out many Pokemon that are brought in via Shed Tail with Whirlwind. Corviknight is similarly a hard wall, and can set up alongside Cyclizar, although it is much more susceptible to having Shed Tail bring in an unintended guest. On the offensive side offensive Great Tusk will always hard counter this set.

Cyclizar is custom built to easily pass Substitutes using its near-exclusive access to the move Shed Tail and this set maximizes its enormous potential utility to support its team using that move alongside the rest of its large movepool. Its HP is maximized to ensure that the largest possible Substitutes are passed via Shed Tail, while maximum Speed is run to take advantage of its high base Speed, enabling it to pivot itself safely and maintain its health. This does mean that care needs to be taken with the incoming Pokemon, as its Substitute will likely take a hit on the turn it comes in.

Tidy Up or Rapid Spin are useful tools on any team. The choice between them can be difficult, as Tidy Up grants an Attack boost alongside Speed while removing Substitutes but Rapid Spin deals damage. Typically if running Boomburst in slot four Rapid Spin will be the move of choice, as it goes through Substitutes and doesn't benefit from the Attack boost, and otherwise Tidy Up is superior.
Knock Off removes opponents items for your team, generally requiring the opponent to sacrifice an item when they come in, making them more predictable and leaving them not only crippled but more easier to play around.
The last slot can fit many different options. Boomburst is the most efficient damage-dealing option, pairing well with Knock Off's coverage, while U-Turn allows Regenerator to heal Cyclizar for more Shed Tail spam. Other options include Glare for paralysis spread, Heal Bell for cleric support, Encore to force switches enabling safer Shed Tails, and Taunt to prevent status moves.

Tera Ghost is run on this set to optimize defensive utility, as it allows Cyclizar to dodge Fighting priority as well as predicted attacks from the likes of +1 Great Tusks. Heavy-Duty Boots allows Cyclizar to do its job as a pivot and hazard remover significantly better by ignoring the hazards that make switching around a pain. Cyclizar fits best on teams that appreciate opportunities to set up and hazard removal, and is greatly appreciated by allies such as Volcarona, Espathra, and Slither Wing.

Does this need to be split into three sets? There's some overlap between two and three (I listed Shed Tidy Knock U-Turn as an option on both).

I'm not on the QC team but I've been running Mr. Shed Tail to support my teams, particularly the support set. I think Encore and Glare good alternative options to Knock Off, rather than Boomburst/U-turn. Both are the best strong options that can be used to cripple Pokemon instead of using Knock Off if the player's team intends to go on a status heavy direction, or locking enemy into an unfavorable move into a Shed Tail. That is what I'd consider my options between as I think Boomburst/U-turn shouldn't be compared to crippling moves as Boomburst is a strong poke on an uninvested Cyclizar and U-turn is a poke and a pivoting move.

I'm unsure if Cleric moves such as Heal Bell (I also tried Wish on my teams) are actually suitable on it because despite full HP investment, Cyclizar is pretty fragile and rarely gets free turns to use them and most games it felt that its just impossible to safely click on those moves without getting punished for not clicking something else. I think a good mention is that Cyclizar also benefits from having another Regenerator mon in the team as having both can help you nullify progress if played pretty smartly and Slowbro/Slowking/Amoonguss/Toxapex all have a defensive typing which compliment Cyclizar, alongside 3 of them being slow pivots too, which can safely bring in Cyclizar back to the fight.

Leftovers should definitely be mentioned as an option as the chip heal is very valuable at times for keeping above 50% as you can encore people into low damaging moves and keep them in a troublesome situation to pass a substitute to.
