Notes:
  • The levelups of Floatoy and Caimanoe are a bit inconsistent in comparison to Naviathan, so I had to add some extra level 1 moves to compensate. Notably, this makes Water Pulse not a transfer move, as it shows up in Floatoy's level up.
  • Despite learning Self-Destruct by level up, Naviathan did not get it as a TR, so I added it.
  • Showdown marks Heavy Slam as a level 1 move, rather than level 68 like the update thread does. I stuck with the update thread on this one.
  • EDIT: added Hurricane, Scary Face, Hydro Pump, Brine, and Heavy Slam to TMs, since they also appear in level up.
  • EDIT 2: moved Heavy Slam from level 68 to level 78

Notes:
  • Not a Steel type, so I've completely removed Steel Beam from consideration.
  • The level up implementation for Floatoy is weirdly inconsistent, with a particular nod to Water Pulse and Protect, which both show up in Floatoy's level up in the final submission, but aren't marked as such on Showdown. There are also some level conflicts (3 vs 1 on Splash, 17 vs 1 on Scary Face, and 35 vs 39 on Slack Off).
  • EDIT: added Hydro Pump, Scary Face, and Brine to TMs, and Hurricane and Heavy Slam to unused moves since they also appear in Naviathan's level up.

Notes:
  • Added Steel Beam automatically as a tutor move.
  • Caimanoe's level 1 has some duplicates of moves learned at later levels that I removed. For some unknown reason, Showdown lists Hydro Pump at level 60 vs the final submission's level 54.

Notes:
  • For reasons unknown to me, Pluffle has Snore and Encore as extra moves in its level up that Kerfluffle doesn't, so I shoved them into level 1.
  • I compiled the Transfer list myself.
  • Smallest of nitpicks: is the Kerfluffle event actually specified to be in a Cherish Ball, or is that just the default?
  • EDIT: Added Charm to level 1 to match its addition to Pluffle's level up.

Notes:
  • I easily replaced Nightmare with Torment in Pluffle's level up, but I'm more hesitant on replacing Wake-Up Slap with Power-Up Punch, so I didn't make the switch myself.
    • Was decided that the replacement would be Charm.
  • Pluffle's level up on Showdown does not list Snore as a level up move for some reason, and also lists Fairy Wind at level 1 when the winning submission says level 3.
  • Added in Endure as a global TM.

Notes:
  • Snaelstrom was missing 5 TMs for some reason (globals in Snore and Endure, as well as Uproar, Work Up, and Venoshock), so I put them in myself.
  • Showdown also thinks that Water Pledge and Hydro Cannon are Gen 7 only for some reason.
  • Spiky Shield is not actually passed by anything this generation (so far). Togedemaru is in the right egg group, but it doesn't pass the move to anything, and the only Pokemon that got it by egg move, Pansage, is snapped. Shoving it in level 1 would solve our issues, but it might also look weird on Swirlpool and Coribalis, who should probably also get it for consistency's sake.
  • Smallest of nitpicks: is the Snaelstrom event actually specified to be in a Cherish Ball, or is that just the default?

Notes:
  • Heavy Slam is not implemented as a level up move for Jumbao this generation (just a TM), so I added it back in.
  • Jumbao is missing Round as a TM, so I added that back in.
  • Shore Up is in a weird spot right now. It was snapped at the beginning of the generation, but reintroduced with Palossand. However, we already stuck Life Dew in its place. Do we even want to add it back at this point? Maybe have it as a transfer move? Not sure. I stuck it in level 1 for now.
    • This can has been kicked down the road. Shore Up stays as a transfer for now.
EDIT: Added Bullet Seed to TMs to correct a notational mistake, Showdown only lists this as a level up move.

Notes:
  • I replaced Lucky Chant with Focus Energy and Natural Gift with Giga Drain to match Jumbao.
  • Jumbao replaced Rototiller with Arm Thrust, but I am not sure it matches Mumbao very flavorfully, so I did not complete the substitution.
  • Jumbao replaced Flame Burst with Synthesis, but Mumbao already has Helping Hand in that slot. If we don't put it somewhere, Mumbao will end up with Synthesis in its transfer moves. I put it there for now, but it's debatably worth discussing.
    • Moved level up moves around to include Synthesis in level up.
  • Mumbao in general has level up moves in weird orders compared to Jumbao.
  • Mumbao gets Hyper Beam for some reason in its TM list? Not sure if we want to remove it, I kept it for now.
    • Removed Hyper Beam.

Otherwise, no discrepancies that I could see.

  • I did not give Nasty Plot, but it could be given as a replacement for Tail Glow.

  • Smallest of nitpicks: is the Caribolt event actually specified to be in a Cherish Ball, or is that just the default?
EDIT: Added Bullet Seed into TMs, since it gets it as a level up move.

Notes:
  • Pyroak's level up levels have some discrepancies between Showdown and the update thread. I stuck to the update thread on this one.
  • Pyroak has some issues with its egg moves.
    • The only valid parent that can pass Aromatherapy is the Meganium line, which is snapped. Easiest way would be to shove this into transfer moves, which I did. This needs to be updated on Showdown.
    • The only valid parent in Sword and Shield that can pass Nature Power is Venusaur, which was snapped until IoA. I left this in egg moves for now, but this needs to be resolved.
    • Nothing passes Petal Blizzard as an egg move in the first place, and even then the only valid parent in Sword and Shield that can pass it is Venusaur. I left this off too, but this also needs to be resolved.
  • Showdown lists Mimic as a Gen 4 tutor move, but for some reason it was missing from the Gen 7 movepool. I don't really know what to make of this, considering the inconsistency of the distribution of Mimic to past CAPs.
EDIT: It turns out that Pokemon in the base game did receive new egg moves from Pokemon that became accessible through Home, so I decided to allow Nature Power. Leaving Petal Blizzard as a question mark.
EDIT 2: Rock Polish appears in both Flarelm and Pyroak's Gen 7 movepools, but seems to be absent in Pyroak's Gen 8 movepool. I've added it to transfer moves.
EDIT 3: As per the live meeting, moved Petal Blizzard from egg moves to level 1, retroactive to past gens

Notes:
  • Showdown says that Embirch should learn Iron Defense and Amnesia at level 37, but the movepool creator specifically removed these from Embirch, and the levels look copypasted from Pyroak, so I'm going to stick with it not getting it.
  • Showdown also lists Double Edge as a level 1 move, which also doesn't line up with the thread and makes no sense in the level up structure, so I stuck with the thread on this one too.
  • For Embirch's Gen 7 TMs, Showdown claims that Embirch does not learn Fire Blast, Flame Charge, Bulldoze, Wild Charge, or Confide, despite all of those showing up in the final submission (and Confide being a universal TM). On the other hand, Showdown says that Embirch gets Energy Ball and Attract, despite them not showing up in the update thread.
    • EDIT: I gave all of the TMs that appear in the final submission but not on Showdown. Energy Ball is near universal to Grass types (only Applin, Kartana, Rotom-Mow, and Silvally-Grass don't get it), and Attract is pretty much universal among gendered Pokemon, so I gave both of those as well.
  • For Embirch's Gen 7 tutors, Zen Headbutt is mysteriously missing on Showdown, despite it being in the update thread.
    • EDIT: I gave this.
  • For Embirch's Gen 7 egg moves, Psybeam is mysteriously missing on Showdown, while Double Edge is included instead.
    • EDIT: Double Edge appears in level up already, so not really any issue. Discord discussion lead to the deletion of Psybeam.
  • Among Embirch's transfer moves, Showdown includes Flash, Low Kick, Mimic, Rock Climb, and Zap Cannon, and is missing Incinerate.
    • EDIT: Gave Incinerate; removed Flash, Low Kick, Rock Climb, and Zap Cannon. Mimic is in a weird state, so I left it alone for now.
EDIT: It was decided on Discord to roll with the winning updated movepool from Gen 7 and remove any inconsistencies from there, so I compiled the TM/TR and Transfer moves list accordingly. The one issue I ran into is Psybeam, which is not only missing from Showdown, but completely unpassable by anything in Pyroak's egg groups, with its origin (from ADV Parasect, per this thread) making no sense. Discord discussion lead to the deletion of Psybeam.

Notes:
  • I automatically replaced Flame Burst with Flame Charge as the evolution move, to match Pyroak.
  • For Flarelms's Gen 7 TMs, Showdown claims that Flarelm does not learn Rock Polish, which is also completely missing from Pyroak's Gen 8 movepool and learnset, even though Rock Polish is in Flarelm's movepool final sub and is also in Pyroak's Gen 7 movepool. Showdown also says that it should learn Attract, even though the winning movepool doesn't have it. Energy Ball is also just completely missing from both the learnset and the update thread for reasons completely unknown to me.
    • Gave Attract and Energy Ball due to universality, same as Embirch. Inserted Rock Polish into transfer moves.
  • For Flarelm's Gen 7 tutors, there are 4 moves that aren't listed as tutors, although they also overlap with Flarelm's level up moves.
    • EDIT: Basically just ignored this and went with what was listed in the winning movepool.
  • See Embirch for issues with Flarelm's Gen 7 egg moves.
  • For Flarelm's transfer moves, Zap Cannon, Mimic, and Rock Climb are missing from the list in the final submission.
    • EDIT: Removed Zap Cannon and Rock Climb. Leaving Mimic for now due to the strange situuation.
EDIT: It was decided on Discord to roll with the winning updated movepool from Gen 7 and remove any inconsistencies from there, so I compiled the TM/TR and Transfer moves list accordingly. Notes:
  • Added Echoed Voice to Voodoom's level 1, since Voodoll learns it as a level up move, but Voodoom doesn't. Echoed Voice in general needs to be added to Voodoom's learnset.
  • Had to insert Pin Missile, Beat Up, Revenge, Assurance, Hex, Close Combat, and Aura Sphere into TM/TRs in comparison to the update thread.
  • Nothing passes Mimic as an egg move this generation, although Mr. Mime would be a valid parent.
  • Popplio was Pokemon Home-only, which would affect Perish Song, although I'm not sure how much that matters.
  • The transfer moves list from the thread was a bit of a mess. I had to add in the TMs from Gen 7 only and remove some snapped/level-up moves.
  • EDIT May 16: added Sucker Punch in accordance to this poll.

At this point, we've finished up the two Gen 8 prevos (Solotl and Miasmite), as well as the Gen 4 prevos that needed full movepools (Nohface, Monohm/Duohm, Dorsoil, and Protowatt).

In order to finish updating the rest of the prevos, we will be moving to the CAP Discord and running through them through a series of live meetings. The first of these meetings will take place on Saturday, July 31st, at 2 PM GMT-4 (timezone converter here). The current goal is to finish updating two or three lines per meeting, although we will see how things go. A second meeting is tentatively planned for Saturday, August 7th, at 9 PM GMT-4.

Huge thanks to kjnjkmjk1 for pushing so hard on this. We will get this done soon!

Results of Meeting 1
Justyke:
  • For IoA tutors, gave Steel Roller (Fairly consistent across Steel type evolutionary lines, besides two understandable exceptions in Meltan and Beldum)
  • For TMs, gave Body Slam (Hammer slamming things)
Mumbao:
  • For level up, moved Leafage to level 8, Helping Hand to level 13, Synthesis to level 35
  • For IoA Tutors, gave Grassy Glide (All the non legendary/UB mons that don't get is are very slow, Mumbao is faster than all of them) and Misty Explosion (Jumbao already has it, and Mumbao also has the Fairy type)
  • For TMs that Jumbao newly received this gen, gave Draining Kiss, Play Rough, Self-Destruct (Draining Kiss and Play Rough have wide distribution among Fairy types and are generally distributed to full lines, base forms like Seedot and Bonsly receive Self-Destruct so it was decided to allow Self-Destruct as well
  • For TMs of moves that Jumbao already had, gave Bullet Seed and Heavy Slam (they had very slightly increased distributions this generation, and they fit Mumbao)
  • Removed Hyper Beam (Mumbao is an prevo)
Smogecko/Smoguana:
Did not get far. Here's a proposed resolution to Smogecko's level up woes, particularly the lack of available replacement for Flame Burst. The fixes are moving Incinerate to level 25 to replace Flame Burst, moving Dig to level 34 to replace Flame Burst, and adding Flare Blitz to level 47.
1 Scratch
1 Ember
4 Tail Whip
4 Smokescreen
7 Lick
10 Smog
13 Mud Shot
15 Flame Wheel
19 Bulldoze
22 Incinerate (formerly Flame Burst)
26 Lava Plume
30 Toxic (formerly Camouflage)
34 Dig (Incinerate was here)
40 Flamethrower
44 Screech
47 Flare Blitz (Dig was here)

EDIT
Smogecko:
  • IoA Scorching Sands, Scale Shot
  • New TMs: Fire Fang, Venom Drench
  • Other TMs: Fire Punch
Smoguana:
  • IoA Scorching Sands, Burning Jealousy, Corrosive Gas, Scale Shot
  • New TMs: Fire Fang, Venom Drench, Cross Poison

Just to add on to Kj's post, Swirlpool and Coribalis have also been completed as part of Meeting 1.5 held today.

Swirlpool
IoA Tutors: Skitter Smack
New TMs: Swift, Dive, Guard Swap, Draining Kiss, Body Slam, Skill Swap, Muddy Water, Ally Switch, Venom Drench, Future Sight
Existing TM/TRs: Whirlpool, Metronome

Coribalis
IoA Tutors: Skitter Smack, Dual Wingbeat
New TMs: Swift, Dive, Guard Swap, Razor Shell, Draining Kiss, Body Slam, Skill Swap, Muddy Water, X-Scissor, Ally Switch, Venom Drench, Future Sight
Existing TM/TRs: Whirlpool, Metronome

Some explanations in terms of what may appear to be weird flavour:
Body Slam is learnt by a bunch of squidgy invertebrates like Goomy and Shellos which made it fitting for both here. Both have Psychic and therefore Future Sight and Skill Swap seemed justifiable. Draining Kiss fits because they're both reasonably cute. Venom Drench finally because they learn Toxic in their level-up pool and it is rarely a final stage only move.

For those interested, we're planning on holding more meetings this weekend. The first of these will be taking place on Friday, August 6th, at around 8 PM GMT-4, on the CAP Discord. Our goal is to get through the Gen 6 prevos in this meeting. We will likely be holding a second meeting on Saturday, August 7th, at around 7 PM GMT-4, with the goal of getting through another generation (either Generation 4, which has the most lines of any generation to look at with 6, or Generation 5, which has three lines with a bunch of issues).

We've just finished our second session of updates and have done all of Gen 6 and a few from Gen 5 as well. Tomorrow at the same time 8PM GMT-4 we will be finishing Gen 5 with Scratchet, Necturine, Cupra and Argalis, and hopefully attempting some from Gen 4 such as Voodoll and Privatyke.

Here is a summary of the changes.

Brattler
IoA Tutors: Grassy Glide, Lash Out, Scale Shot, Skitter Smack
TM/TRs - Weather Ball, Nasty Plot, Endure
Level up tweaks: Removed Glare L1, Crunch changed to L35

Malaconda
Level-up tweaks: Spiky Shield and Power Whip positions swapped to be consistent with Brattler

Cawdet
IoA Tutors: Dual Wingbeat
New TM/TRs - Whirlpool, Beat Up, Assurance, Metronome, Endure, Iron Defense
Transfer - Water Pulse, Shock Wave (Gen 7 Tutor)
Level-up tweaks: All moves moves down to replace the gap left by Belly Drum (which it never had *cough*)

Volkritter

IoA Tutors: Flip Turn, Scorching Sands, Skitter Smack
TM/TRs - Bounce, Muddy Water
Transfer - Covet, Infestation (Gen 7 tutor / tm moves)

Snugglow

IoA tutors - Rising Voltage
TM/TRs - Electroweb, iron tail, poison jab, zen headbutt, electro ball
transfers - Block, Magnet Rise (Gen 7 Tutors)

Floatoy

New TM/TRs - Crunch, Screech, Muddy Water, Body Slam, Brutal Swing, Focus Energy

Caimanoe

Level-up - Heavy Slam added to 66
IoA - Scale Shot, Steel Roller
TMs/TRs - Heavy Slam, Screech, Brutal Swing, Body Slam, Crunch, Muddy Water, Body Press, Focus Energy

Naviathan
Level-up tweak: Heavy Slam changed from level 68 to 78

Pluffle

IoA tutors: Misty Explosion
TMs - Magic Room, Misty Terrain, Body Slam, Uproar, Ally Switch, Work Up, Metronome, Beat Up
Level-up: Charm added to level 10

Kerfluffle
Level up tweaks:
Charm added to L1 to account for it in Pluffle's movepool

Explanations for some controversial moves:
Volkritter was given Scorching Sands because it lives on the seafloor near sand and can be justified as some level of burrowing, sand connection from the Sizzlipede example which is the only other prevo Fire-type to get it.
Flip Turn was justified on Volkritter because its on a few other prevos like Skrelp and Clauncher.
Pluffle and Floatoy receive Body Slam like the other balloon Pokemon but not press.
Cawdet and Pluffle receive beat-up as a range of cute lower-level Pokemon receive it such as Cottonee and the Nidorans
Brattler receives Weather ball as a few different sun based grass types receive it such as Cherubi and Fomantis

Really picking up some momentum, only four families left after today's session! Through our Discord updates channel we got through the rest of Gen 5 and about half of the remaining Gen 4 prevos.

Here is a summary of the updates.

Rebble

IoA Meteor Beam
TMs - Speed Swap, Hyper Beam

Tactite

IoA Meteor Beam
TMs - Removed Giga Impact
LU - Removed Speed Swap (only in Pheromosa's LU)

Stratagem

LU - Removed Speed Swap (only in Pheromosa's LU)

Privatyke

IoA - Coaching, Lash Out, Skitter Smack
TMs Mega Punch, Body Slam, Muddy Water, Throat Chop
Transfer - Psych Up (Gen 7 TM), Vacuum Wave (Gen 4)

Voodoll

IoA - Burning Jealousy, Lash Out, Rising Voltage
TM/TRs - None

Scratchet

IoA - Coaching
TMs - Mega Punch, Mega Kick, Revenge, Body Slam, Reversal, Endure, Sleep Talk, Close Combat, Throat Chop

Necturine

IoA - Grassy Glide, Skitter Smack
TMs - Endure
LU - Moved all LU moves down one spot, added Seed Bomb to Necturna at level 50

Cupra

New Moves

IoA - Skitter Smack, Expanding Force, Dual Wingbeat
TMs - Imprison, Psychic Terrain

Argalis

New Moves

IoA - Skitter Smack, Expanding Force, Dual Wingbeat
TMs - Imprison, Psychic Terrain
Level-up tweaks - Sunny Day moved to L1, Double Team added to L1, Imprison added to L27

Explanations for some potentially controversial moves and other changes:

Rebble and Tactite despitebeing the most simple did have some minor disagreements between their original flavour in terms of Speed Swap being on both Tactite and Stratagem despite not being a LU move for any Pokemon apart from Pheromosa and Alolan Raichu (who lost it from its LU pool in Gen 8 in favour of it becoming a TM). For this reason it was decided that they would become TM only. Additionally Tactite had both Hyper Beam and Giga Impact in its original movepool, and based on the examples of Pokemon such as Remoraid, Nuzleaf and Amaura, it was instead decidedto give both Rebble and Tactite Hyper Beam, and to remove Giga Impact.
Privatyke was not given access to Hydro Pump based on the example of Wingull, Krabby and Binacle.
Necturine's access to Seed Bomb was controversial in comparison to the original Necturna, and as a result it was decided from a series of different options that Seed Bomb would be added to Necturna's LU pool in the equivalent position.

In a few hours (starting around 8 PM GMT-4), we'll be doing our (hopefully) last live meeting for the prevos on the CAP Discord, covering Syclar, Embirch/Flarelm, and Breezi, the last prevos left. We will also be doing a quick review of the completed movepools to go over level up cadences and generally fixing them to fit the trends for movepools established this generation.

Syclar
  • IoA: Skitter Smack
  • New TMs: Ice Fang, Swift, Screech
Embirch
  • Remove Petal Blizzard, from past gens as well
  • IoA: Grassy Glide, Terrain Pulse
  • New TMs: Magical Leaf, Swift, Dragon Dance
  • Other TMs: Flare Blitz, Amnesia
Flarelm
  • Remove Petal Blizzard, from past gens as well
  • IoA: Burning Jealousy, Grassy Glide, Terrain Pulse
  • New TMs: Magical Leaf, Swift, Dragon Dance
  • Other TMs: Flare Blitz
Pyroak
  • Move Petal Blizzard to level 1, for past gens as well
Breezi
  • New TMs: Bounce, Speed Swap, Self-Destruct
  • Other TMs: Magic Room, Wonder Room
  • Swap Gunk Shot and Acrobatics in level up

Alright, after a pretty colossal month, and the incredible work of kjnjkmjk1 and DHR-107 for getting this all started, the movepool updates are completely finished. It cannot be understated the scale of such a project but it was well worth doing as we will be completely safe for the rest of the generation and well-equipped to deal with any more generational changes (though I don't look forward to that).

The final part of this project that hasn't received a wide range of discussion on this thread yet, is that it was also necessary to go through and alter the movepool order as well as the level-up intervals to be more consistent with Gen 8 standards. MaahirMomtaz12 helped clarify the logic and compile the movepools for Breezi, Scratchet and Cupra, while I went through and did the rest. Furthermore because of the logic of Gen 8 having very few families with moves past level 70 (there are a few exception with Aggron and Luxray that came in with the DLC) a few TM/TR moves were removed from level-up movepools or other moves moved to level 1 or in a few cases where movepools were too short a few existing moves from evolutions as well as TM/TRs were added. A list of changes is mentioned below:

Syclar and Syclant - removed Hail
Pyroak - removed flash cannon, heat crash aromatic mist and zap cannon now L1
Revenankh - removed Rock Tomb and Power Whip
Tactite and Stratagem - removed Speed Swap, Mud Shot and Earth Power
Duohm and Cyclohm - removed Weather Ball
Colossoil - removed Bounce and Giga Impact
Voodoom - removed Assurance, Substitute and Beat Up

Scratchet - added Power-Up-Punch
Tomohawk - removed Heat Wave, Rest moved to L1
Mollux removed Heat Wave and Gunk Shot
Cupra - added Imprison, Double Team and Psychic
Malaconda - removed Power Whip

Plasmanta - removed Eerie Impulse, Cross Poison

Pajantom - removed Toxic Spikes and Imprison - Dragon Rush moved to Egg moves
Smokomodo - Fissure moved to L1
Equilibra - removed Earthquake and Mud Shot, Perish Song moved to level 1

Caimanoe - removed Flash Cannon, Hurricane and Self-Destruct
naviathan - removed Flash Cannon, Hurricane and Self-Destruct, Wide Guard moved to L1

Jumbao - removed Bullet Seed

I have compiled the final list of the movepools in a pastebin based on kjnjkmjk1's format here including the new LU changes. I will keep this thread open for at least a week from now so that any concerns or questions can be voiced before they're fully finalised, or any tweaks or mistakes can be addressed.

Final Gen 8 movepools: https://pastebin.com/raw/Vyywn5Jr

Please do feel free to comment or discuss any of the final movepools, unfortunately I haven't been able to keep a 'full' changelog but the comments here that we have compiled to discuss the changes can serve as a basis.

The only other topic that I would like to propose and discuss is changing Astrolotl's evolution method to be a Stone evolution of either the Dawn or Shiny stone. This is quite an unprecedented development and emerges specifically because, as our first process in Gen 8, because we as a community weren't actually aware of how to handle Gen 8 movepools, and specifically the fact that Stone evolutions now require all moves to be at Level 1 (outside of a few specific examples such as Vikavolt), Solotl's evolution was by default chosen to occur at Lv 35. This particular situation should never happen again due to the way that we now handle final movepools, and as a result does not have any further implications on the project. At this stage, both Solotl and Astrolotl's movepools are completed and are fine to continue with the default evolution method of Lv 35 but I thought I would propose this as there was previously a lot of support for Solotl to evolve into Astrolotl either with the Dawn (if female) or Shiny Stone and as a result of this general movepool process, this is the only time in which it could actually be amended.

Still have a bit more work on my end in terms of finishing a final TM check, but I'm just glad to finally see the end of the tunnel on this.

My opinion on this is that this isn't necessary and we should just keep it as-is. A stone evolution isn't exactly out of this world, but level up fits just fine. For what it's worth, I wasn't around for Astrolotl's process, so I didn't see any of the discussions around that.

I prefer Astrolotl evolving from Solotl by level-up staying as is, but Shiny Stone can also work if people want that. We can just retain level up.
