Including Doug's Voodoll sprite, that leaves just the Pyroak line, right? Is anyone taking them?
I see what you did there.

In terms of the sprite, the outline of the face seems a tad out of place. I get the feeling that it could be because of the black outline - experiment with a lighter shade on the outline of the top left I guess. Probably just an opinion thing.

I'm loving what you've done with the parachute though, really nicely done.

Given Krilowatt has the highest BST of any CAP yet created, I decided to add a twist of Plicowatt having the lowest BST of any Pokemon (5 points below Sunkern.) In essence, Plicowatt is a super-Feebas, ironically appropriate given its namesakes (Picoplankton and picowatts-Picoplankton are VERY VERY VERY tiny plankton, and a picowatt is a trillionth of a watt.)

I compromised-while Krill's net levelup pool remained relatively similar to Gen IV (as Deck wanted), I added 1 net move (Thundershock is now counted twice, so it looks like 2 net moves) and I rearranged his levelup pool a bit between levels 17 and 33. Muddy Water is now an egg move, with Hydro Pump replacing it. Additionally, Volt Change is now in Krilo's level-up movepool for STAB until Discharge comes along.

Why in the world are Plico's stats so low? I'd say they should all be around 10 points higher maybe.
I intentionally made its stats 5 points below Sunkern's total of 180 (the lowest BST of all Pokemon)-this was inspired by the fact Krilowatt has the highest BST of all CAPs made yet. Besides, it's a based on freaking zooplankton/microscopic shrimp larvae, and it's named for "picowatt" and "picoplankton"-one trillionth of a volt and the tiniest varieties of plankton, respectively. Of course it's going to be rather weak-besides, it evolves into a mon with a BST of 570 that gets free Life Orb abuse. (AND RECOIL-LESS WILD CHARGES.)

The absurd amount of weakness was quite deliberate-giving it TM access, several moves with semi-decent power, and Magic Guard was mercy. (Zap Cannon wasn't mercy-that was a present for BatCap.)
 
People would have to suffer similarly if they want a Gyarados or Milotic. At least Plicowatt has a movepool

The more angsty and rebellious Flarelm is appropriately rougher around the edges.

If you're going to make a lolweakmon, please don't make it functionally worse than Magikarp through idiotic things like 8 Base HP. At least try to be realistic towards the CAP mon's concept.

Suggestion:

Stats: 21 / 29 / 13 / 28 / 14 / 95 BST = 200 (Same as Karp)
HP: 80
Atk: **
Def: *
SpA: **
SpD: *
Spe: 95

If this were in LC it'd probably be way too weak, but anyway it does pretty much the same thing as Krillowatt which is outspeed a fairly significant speed tier and use coverage to take care of threats. I'll probably be shelling out the movepool a bit more too. I'm keeping your general concept/abilities, but I will be making a few tweaks to keep it in line. I also managed to lower your BST total.

It was originally 10-10-25-50-25-55: a BST of 175 with functionally worse defenses than the second version and a lower BST than Sunkern. 8-40-40 is better than 10-25-25 I think, though correct me if I'm wrong.

Not only that, but assuming Plicowatt is a post-game mon in Gen V, you're already going to have everything at your disposal by the time you capture it, including Sazanami Bay. Its concept was to be a "super-Karp/super-Feebas [or should that be an infra-Karp/infra-Feebas?]"

Also, Flarelm/Flamaple looks REALLY badass.

To be fair, most of the Baby Pokemon as well as Magikarp, lowly bugs, and Feebas to an extent act this way. Plicowatt will be far from the only Pokemon that requires either multiple battle investment of KO scavenging to get up to its higher form.

The original art was purple-I compromised between it and Krilowatt colors at Scolipede/Pendra scarlet.

Though yeah-Mektar had the scaling down a lot better, especially given I made this thing 1 inch smaller than current record-holder for smallness Joltik.

The Magikarp-Gyara twist was part of Plicowatt's point, given Krill has the highest BST of all CAPs to date.

We could have Plicowatt (shrimp larva)->Krilliwatt (tiny adult shrimp)->Krilowatt (jumbo shrimp.) It would be a little like Ralts (lolweak mon) -> Kirlia (still pretty weak mon) -> Gardevoir/Gallade (pretty good mon)

I'm perfectly content with Plicowatt -> Krilowatt, though

I think Krilo should be a two-stage, it doesn't seem right as a 3, but yeah it would help if Plico was usable in LC.

Stat spread along the lines of 101 / 44 / 43 / 44 / 43 / 85 makes sense.
 
Personally, I thought it would have been funny to see Krilowatt as an inversion of the Gyarados trope. We have a puny, helpless-looking final stager with monster stats, so a gigantic, intimidating baby form, some creature of the deep, would be appropriate, eh?
