Can't select Pain Split with Gengar, what is going on?

I'm trying to put Pain Split on my Gengar in team creator and it's not there. It should be right above Payback, but Ominous Wind is there instead.

Edit: OK, I figured it out. I'm used to making all my teams under "standard metagame" but if I create a team under Smogon University I can select Pain Split.

Any difference between the two other than HG/SS moves?
