BW UU: Revisited (Won by xMarth)

With the banning of Drought + Chlorophyll and Sand Stream + Sand Rush in BW OU in late 2015 (more info on that here) we've showed as a community we can work on improving our metagames even after a new generation of Pokémon has already taken the spotlight. However, while BW OU got the chance to develop into a better and refreshing metagame, BW UU didn't. Until now, that is.

By going off of Smogon Tour 21's BW OU usage and going off of a 3.4% usage cut off mark the following changes would occur:
- Amoonguss (up from RU)
- Mew
- Tornadus

This means Amoonguss, Mew and Tornadus are NOT ALLOWED to be used in this tournament, since they are now OU in BW based on Smogon Tour 21 usage.
- Blissey
- Donphan
- Dugtrio
- Espeon
- Forretress
- Jolteon
- Metagross
- Toxicroak
- Vaporeon
- Venusaur

This means Blissey, Donphan, Dugtrio, Espeon, Forretress, Jolteon, Metagross, Toxicroak, Vaporeon and Venusaur are allowed to be used in this tournament!
- Cloyster
- Conkeldurr
- Haxorus
- Infernape
- Lucario
- Mamoswine
- Ninetales
- Salamence

Based on Smogon Tour 21's BW OU usage Cloyster, Conkeldurr, Haxorus, Infernape, Lucario, Mamoswine, Ninetales and Salamence would also drop to UU, but these Pokémon would be too strong for BW UU and therefor are NOT ALLOWED to be used in this tournament.
- All Pokémon banned to Ubers
- No Pokémon can have the ability Drought, Sand Stream or Snow Warning

And once again, this list includes the previously allowed Amoonguss, Mew and Tornadus. All three are NOT ALLOWED to be used in this tournament, since they are now OU in BW based on Smogon Tour 21 usage.



Tournament Rules
- General tournament rules and regulations can be found here
- Smogon-wide clauses and Baton Pass clause apply
- The format will be 'best of one', single elimination
- BW2 cartridge win conditions are in place; there are no ties
- Please save your replays!
Saving the replays of your tournament games isn't required for this, but highly recommended. If your opponent brings an illegal Pokémon like Mew for example, but you don't save the replay I won't be able to do anything about it. The same goes for your opponent claiming the games never happened or something of the sorts. Also, since this is a fun tournament with a unique metagame and team building pool it would be a lot of fun to see what kind of teams you're all going to come up with!

Timer Clause

As for taking long between moves, if your opponent asks you to hurry up, please oblige. If you are doing a damage calc for a key turn that is one thing, but prolonging every move is suspicious and annoying. Don't do it. Furthermore, Battle Timeout is a rule for a reason. If you run out of time, you lose, simple as that. It does not matter what your opponent says. Do not battle if you think you will have to leave mid battle, and instead reschedule for a better time. Timing out is still classified as a loss, unless the reason for timing out is a disconnection. If there is any suspicion that a disconnect was carried out deliberately to take advantage of this rule in any way, we reserve the right to exercise a harsh punishment.

Disconnections

If a player disconnects and either player contends that they could still win, the optimal solution is to recreate the exact situation the disconnection occurred at during the battle. If it is agreed between players that this is not feasible due to unreasonable battle length, highly improbable circumstances, or some other reason, the player who did not disconnect may choose to rematch with either the same teams or (the option to use) new teams. Timing out is still classified as a loss, unless the reason for timing out is a disconnection. If there is any suspicion that a disconnect was carried out deliberately to take advantage of this rule in any way, we reserve the right to exercise a harsh punishment. Do not do it.

I want to thank choolio, dodmen, Finchinator, Hogg and Mael for helping me with the decision making regarding the banning or not of the dropped Pokémon. Also big thanks to Ciele for making the Smogon Tour usage statistics as accessible as they are, it helped a lot!
