124 HP / 252 Att / 132 Spe outruns Treads at +1, which is the most relevant Earthquake speed tier target. That said, there's also value to being faster than Pawmot, Adamant Moon, and +1 Tusk at +2 (where EQ is a guaranteed 2HKO on offensive Tusk), especially if you can't/don't want to Tera Normal.

Another 4 EVs can be shifted to speed, the trade off being 1 fewer Roost recovery point for 1 fewer Rocky Helmet damage point and the minimal benefit of outspeeding neutral base 65 (Specs Pelipper, Scizor). It also creeps some 229 speed Tusks with the same idea.

This is a silly, but illustrative example of the ability of the above to overtake +1 Tusk:

Wallbreakers such as Breloom, Chien-Pao, and Great Tusk can punch holes early-game and overwhelm checks to Dragonite in Dragonite's checks, such as Corviknight, Dondozo, Skeledirge, and defensive Great Tusk. Moreover, Breloom can incapacitate foes with Spore to give setup opportunities for Dragonite, while Great Tusk can use Knock Off to cripple Corviknight and Dondozo and pop Gholdengo's Air Balloon.
