Approved Build Format: Being able to select from a list instead of writing it manually and add Help command

Currently the command /help buildformat does not have any information in it.

And regarding the builder, the first step is writing the tier, however, not everyone nows the technical name of the format, so adding a list to select from, like the one in the Battle! button, would help make it easier.
