Latios is sometimes used as Heatran switch-in due to resisting all its common attacks, particularly when things like Rotom-Wash or Gliscor aren't present or are no longer up to the task. As long as it lands Magma Storm's 75% hit against Latios on the switch-in, this Heatran can use Protect to get some more residual damage, and then follow up with Payback on the next turn after tanking Latios' Surf. Even with minimum damage rolls on Magma Storm and Payback, this three-turn process is guaranteed to kill your standard Specs/Scarf Latios since the total damage will at least add up to 103%. Stealth Rock gives it another nice function as a hazard setter for the rest of the match as well, with Protect and Leftovers also allowing it to creep its health back up after taking 52-62% from Latios' Surf. The set's main drawback is that it won't work against CM/Roost variants, but those are generally much easier to check anyway.

The nice thing about the basic Magma Storm/Payback Heatran idea is that it's very customizable and can be changed around to fit your team. As long as it has at least 28 SpDef EVs it can stomach a Latios Specs Surf at full health, ensuring that the lure is successful off a connected Magma Storm on the switch-in. I went with this variant bc it can take Surf the best and will thus have the most use after Latios has been removed. Stealth Rock is entirely optional and could be replaced with Taunt, Earth Power, or Power Herb-backed Solar Beam depending on your needs. Dark Pulse can also make sense over Payback but only if you're investing in Special Attack and running a third attack to lean into the offensive aspects of Heatran.

Knock tang and band Loom. These are barely considered lures, Latios has to dodge a sleep powder from tang to get in, and generally doesn't like swapping into banded attacks from 130 BP, even if it resists them. But alas Latios is hard to bait.

explainations:
Milotic can easily force Latios to use Psychic (almost never Meteor unless you're sure it kills, since it can Recover it off and you become setup bait), so you can just boing it back successfully, so yes, it's a good lure

I can't vote for TombLoom
Latios usually stays in on Tangrowth only if it's sure it kills, since it doesn't want to get knocked (and EVERY Tangrowth has Knock Off), so it's not really a lure
Payback Heatran beats non-EQ Latios indeed, but it's such a used set that I'd be pressed into calling it a lure
Scarf Staraptor isn't a lure at all, no Latios ever stays in on a Staraptor until they're sure they can actually outspeed it (so basically if it's Band Raptor)

Dragon Dance Tyranitar is a perfect lure for an unaware (pun intended) fairy like Clefable. Clefable isnt 2HKO'd by Tyranitar's stone edge, and can easily pp stall it's stone edges with wish and protect, while also fishing for a stone edge miss. This makes it all the better when Clefable is slammed by a supereffective Iron Head or Iron Tail. Both the steel moves 2HKO Clefable after sandstorm damage, and Tyranitar has amaizing bulk thanks to it's sandstorm, which lets it easily fire those moves off. Iron Head is suggested as it can 2HKO most variants of Clefable. Clefable with max health and max defense can easily tank Tyranitar's Iron heads without stealth rock damage, but with Iron Tail, rocks are an afterthought as Clef gets cleanly 2HKO'd.

Letting Azumarill get a Bully Drum up is a very scary thing because it has the potential to sweep an entire team if certain checks are down. Unaware Clefable is one of the best answers to this and team compositions that have one depend on the support from it to shut down Azumarill, making it a requirement to switch Clefable in when it's +6. It's important that Belly Drum is used because Clefable would never switch into a Choice Banded Azumarill. Once Clefable is in, Iron Tail 2HKOs and you're always faster. Even if Clefable switches out, its HP will be relatively low and you can exploit it because it doesn't have instant recovery. So, this lure pairs well with teammates that would otherwise have trouble setting up due to Clefable.

Kiry4n's Flygon cuz im easy and Dnite (just barely). Clef already struggles swapping into Dnite, unless its confirmed its ddance, in which case its free game, but as long as it hasn't revealed ddance Clef isn't swapping in, but still more of a lure than the others. Azumarill isn't a lure whatsoever, it already 2HKO's Clef with either of it's stabs, and can just PP stall the meager 8 PP of Moonlight or get a free swap from wish protect. Alakazam is just barely a lure, as clef already struggles swapping into it's psychics, potentially being 2HKO'd.
