Arcanine cannot have Morning Sun?

I am poor at English please bare with me.

I am trying to create a set in which I use Sunny Day and later switch to Arcanine to be quite strong and heal with Morning Sun. Morning Sun is missed on its move list on team builder however. Why is it missed? It is located on the builds on this website?

use smogon university team builder, it definitely has it - the team builder you are using currently probably doesnt have it
