-Razor Shell, -20 Spe
Unsurprising, Pikachu-Unova has gotten a sizable nerf to it's ability to apply offensive pressure, losing Water type Razor She'll which made it such a menace to switch into. Nerfing it's speed is also a major deal, as it turns from a breaker that creeps a large majority of offensive mons to something that really only creeps walls. This nerf should make it easier to find offensive counterplay for.

Springtime Storm is now 85 BP , 10 PP
In it's very short tenure, Enamorus has established itself to be the most dangerous Pokémon in the tier, being able to quickly snowball to sweep whole teams with little effort with Contrary Springside Storm and it's impeccable coverage. We decided to ax it's special Movepool and to cut into the power of SStorm, making it harder to snowball and alot more reliant on it's physical attacking Movepool to do major damage. Time will tell if this need is even still enough, but in the mean time we are satisfied with this result.

Like most of the Pikachus subbed in this meta, Hoennchu was designed around me hanics and gimmicks introduced in it's own generation. And like most of them, these gimmicks ultimately sucked. We decided to revamp it's statline to be more optimized and it's abilities changed to give it some much needed defensive utility. It now serves as a fast offensive pivot with very good coverage backing it up, while also being able to set Spikes if necessary.

What was Anaconja cooking so that the Ghost type lacked Ghost type special moves? Yeah so since it's a Terrain abuser first and foremost, I gave it Terrain Pulse so it actually always has coverage to abuse the terrain it's in, while also of course giving it the aforementioned special Ghost moves. Maybe now it can do something! 15 Defense is to shore up it's pitiful bulk.

Wicked Blow has 100% Accuracy now.
Urshifu had a major problem, it sucked as a bulky Ground. Being weak to U-turn is godawful for optics, and it's myriad of other key weaknesses made it ultimately undesirable to put on a team over Stunfisk and co. This Attack and Defense buff cement it as a slow and bulky wallbreaker, 115 being pretty solid in the current metagame, while 130 Defense means even with a shoddy typing, Ursh will eat a good hit or two.
Surging Strikes is now a physical Water typed Stored Power clone
+U-turn, +Rapid Spin
Urshifu-Rapid-Strike was built to abuse Bulk Up sets with it's Stored Power clone STAB move, but suffered due to a) Bulk Up being the worst "viable" set up move in the game, b) Surging Strikes not being a real SP clone, only adding +10 BP per boost. c) Pretty mediocre statline to sweep and zero utility outside of Scald and SR.
Magic Guard makes it very unlikely we do any major altercations to it's stats, but we decided to at the very least, give Urshifu some much alneeded additional utility and make Surging Strikes actually be a viable moveslots instead of being worse Liquidation.
Steel/Electric

VIkavolt had no niche to speak of in standard Alt EX. It was defensively outclassed by all the other Steels despite being the only one with reliable recovery and a Ground immunity. No utility moves outside of Sticky Web (multiple better setters exist), and Volt Switch (weak and blocked by Ground types) left a lot to be desired, and was usually frowned upon over Stunfisk-G and Necro-LH. Offensively it fares even worse, having a completely barren physical movepool. It was a nonsense mon. Now with these buffs, Vikavolt reasserts itself as a very potent defensive and offensive utility Pokémon, being able to swap into and force out a large number of Pokémon. It's particularly designed to play similar to choiced Rotom variants, tricking scarfs and then being able to SD up later on. Can also just run Double Dance on HO squads.

+Sunsteel Strike, +Moongeist Beam, +Calm Mind, +Meteor Beam
Necrozma kinda sucks. It can't really compete as a wallbreaker versus most of the top tiers, due to shoddy STAB and poor coverage. Well I didn't want to crap over ViZar's vision, so we just reverted it to a previous version he subbed prior to being nerfed. We also gave it back Calm Mind and Meteor Beam, so special sets might see use.

These seem like alot but a few of these mons would like these small buffs to keep up with the ever approaching power creep.

Commentary
Lower the SpA on Bascukujira. The SpA + SF + coverage is far too high for what we are working with rn, especially since it's bulk is very commendable for an offensive Pokémon.
Speed Boost is too good on Basculin Blue, best if you either nerf speed or remove it altogether.
Nerf the speed on "Zougly". We alr hit an established speed ceiling (140), and I am not interested in breaking that.
Nerf the bulk on Basculegion by a good bit, it's already insane offensively we don't need it to be great at switching into things.
Get rid of Cleaning Wave, Housekeeping set back Sylvemons for years, we don't need 2.0 in our meta, and the Special Attack is ridiculous, it needs to be lowered.

These Pokémon are both Mythical Pokémon who have troubled histories in OU. Magearna was a controversial Pokémon in it's debut Generation, and was deemed a necessary evil of sorts in that meta. It proved even more potent after receiving gifts in Gen 8, making it now reside in Ubers. The opposite is true for Zarude, appearing in Gen 8, it struggled to be relevant in OU until it eventually fell to lower tiers. This is not OU, all four of these Pokémon should be able to viably coexist alongside each other, so have fun balancing an Uber and a UU Pokémon for an even more modest meta!

What Separates it from Other Forms: Designed to make use of either Shift Gear or CM. 45 Speed may be initially pitiful but at +2 with max investment it outpaces the entire unboosted meta outside of Pika-Sinnoh. This combined with Moxie and Bullet Punch can make this Magearna hard to check late-game. The main downside to Shift Gear is only having access to the middling Brick Break for physical coverage (Zen exists but it would not get run unless if you rlly need to hit Toxtricity-Rockstar I guess). CM has better coverage in Focus Blast/Energy Ball and can be tough to break once it gets going while also greatly benefiting from Water Veil as this makes Magearna immune to both DoT statuses. But with Pain Split being its only recovery option it can be easily worn down through hazards and strong attacks. Besides setup, it can also pull off AV or defensive sets with Heart Swap.
