ADV OU Tiering Changes

The ADV council has decided to promote Moltres from BL to OU based on the effectiveness it has demonstrated over the past several years to the point of becoming a metagame mainstay, reflected in various tournaments' usage statistics. Anyone who plays Advance knows how good it is; you'd be hard-pressed to find someone who doesn't agree that it is a legitimate part of the tier. Thus, Moltres is officially OU.

Conversely, Raikou has completely fallen out of the metagame. It is niche nearly to the point of being a gimmick; very few people still consider it good, and this is reflected by its minimal use over the past several years, including a complete no-show in this past SPL. Most Advance players agree that it is no longer a true OU Pokemon. Thus, Raikou is officially BL.

Marty please apply these changes, thank you

If you would like to suggest an OU Pokemon for BL or vice versa and have reasoning to back it up, you may post here.

The ADV Council believes it's an appropriate time to alter the tiering of two Pokémons, those are as follow:

Breloom has firmly cemented its usage in OU over the past two years on a wide variety of teams, some becoming staples of the OU landscape. It is regulary used in high stakes games such as SPL or the Callous Invitationnal. After running a survey with the ADV Community, we found it's thought to be an OU worthy Pokémon by the majority of them, on top of a majority of the Council. As a result, Breloom is now OU.

On the other hand, Regice has constantly been missing in tournament games, and even on the ladder statistics. We can pretty much always count on one hand the amount of time it is used in a tournament, if it shows up at all. The same community survey mentionned earlier aligns with the majority of the Council: Regice is more deserving of the BL status than OU. As a result, Regice is now BL.

The ADV Council has recently discussed the status of a few Pokemons and we've decided on the following updates:

Charizard will now be OU. It has been solidly around for several years now, firstly seeing play on Mixed Offenses and now also getting used with more and more moveset options in TSS. It is quite similar to Moltres and they're both good in their own regards, with each having upsides and downsides. It also commonly sees play in high level ADV events such as Callous Invitationals or SPL. Finally, it is frequently used at an OU level usage on the high ladder (1500+).

On the other hand, and it was a long time coming, Porygon2 will now be BL. While the duck is unique in its ability to countertrap Dugtrio and shrug off some mixed attackers while spreading paralysis, it is definitely niche and can be exploited by a bunch of dangerous strategies in the tier (Spikes bait, set-up bait for SubCMers or free recovery for the likes of Blissey). This is reflected in its usage in Tournaments and ladder alike.

Cloyster, Hariyama, Jynx and Vaporeon were also discussed, but we either all felt they weren't worthy of a change, or didn't come to an agreement, unlike Charizard and Porygon2.

Marty please apply these changes, thank you.
