I've gotten the OP souped up! Before we move on to our first proper excursion into the realm of this long-gone Hoenn...

A word about the regional Pokedex
Right now our default baseline is the ORAS dex + the Dexnav Pokemon list (confirmed in game to be Pokemon that lived in Hoenn in ancient times) + Hoopa. This is the list of usable stuff before any roster changes we make. Now, in Legends Arceus aside from all the new forms and evos there were also a few tweaks to the Platinum dex to add and remove certain unmodified previous Pokemon. I was considering making this the subject of its own slate but frankly it's such a relatively minor thing that I didn't consider it worth it. As such, these tweaks will be handled on a suggestion basis. Based on the lore so graciously provided by AquaticPanic you can suggest normal Pokemon to add or remove and if people like it implementation will be considered. We won't be making a terribly big amount of these changes, so get em in while you can! The only exception to this is the actual original Pokemon of Hoenn, which will not be removed under any circumstance much like the Sinnoh Pokemon present in Legends Arceus. If any of them are now flavor contradictions, just pretend you get them via Hoopa portals or whatever. Even if you make regional forms of Hoenn mon(s), the OG form(s) will still be usable. Speaking of which...

When Operation Starstruck first saw a meteor fall, it was actually a Voltorb that had crashed landed, coming from space. It's a very angry chunk of rock, and it blows up at the slightest provocation. This has made it difficult for Operation Starstruck to successfully conduct research. It does appear to resemble something similar to a PokeBall, just not the PokeBalls used in Hoenn. Conspiracy theorists have suggested that this is a sign of intelligent life out in the reaches of space, which has left some people feeling unsettled.

Uh oh, Togepi tried to hatch too early! In Hoenn, it seems like all the heat caused it to hatch not completely developed. Its only managed to get its legs out! Hopefully this won't make life too hard for it.

Hmm, this does seem problematic! Togetic never learned to fly, likely as a result of spending so much time in its shell. All its walking around it did as a Togepi did give it four pretty solid legs though. It also grew some spikes on its neck, which appear to be quite poisonous to touch.

Behold, the Togesaurus! This impregnable fortress of a Pokemon ruled the lands in ancient times. It would appear that Togepi's changing development in its egg caused it to alter its DNA into its ancestor that went extinct during the meteor showers that would come to plague Hoenn.

Girafarig's head fully matured in Hoenn of the past, and this monster caused quite the fright. They stampede quite regularly, and appear in areas of intense otherworldly energy. Its evolution was due to Hoopa's antics, removing the back half of it in a portal and placing it alongside the front. Two heads are better than one, I guess!

(also both forms get hoopa types because hoopa's power creates the evolution)

Not in Hoenn! Turns out some trees in Hoenn contain a strong supply of water, particularly in the Emerald Jungle. A pair of young children named Rocky and Clod Stone found a tree with a particularly intense form of rubber. With the help of their Pokemon, they were the first people to create a Pokemon. They called it Porygon, as the rubber poured so fast out of the trees that it was gone in the blink of an eye. The two children later went their separate ways in life, with Rocky founding the oldest company in the world: Devon Corporation, while Clod's ancestors would go on to establish Silph Co. in Kanto. The story of Porygon went through both family trees for generations, and Stella Silph (Clod Stone's 4x great grand daughter) would eventually take charge on Silph Co's data analysis project, using her family's Porygon story to develop a design for the project.

The children developed multiple iterations of their Porygon experiment. The second wasn't much of anything special: they painted it blue and gave it a hat. But the third was a long serpent, long enough that people could ride on it! Therefore, these two gifted prodigies of science were the first to use Pokemon to cross the oceans of Hoenn.

Competitively, Porygon2 is a fat fairy with a strong Scald backing it up. While it lacks Clefable's Magic Guard and doesn't quite hit as hard, its bulkier and has a much stronger weakness/resist spread. Floatygon, on the other hand, is an offensive Dragon that uses its Water coverage as its way of beating Steels/Fairies.

Tangela lie deep in the Emerald Jungle, where humans never go. Their bodies are a singular stone, with additional snake-shaped stones. It can paralyze anything that provokes it, which is problematic when its minerals have a curative effect when grounded up. The larger Tangrowth seem aware of this fact, and so delight with glee to head into towns to find some prey.

Competitive, its Cinnastar. This defensive typing is pretty good, with all of its utility (Koff, para), it'll leave its mark in a battle. EQ weakness is obviously something to be mindful of.

Picnickers across Hoenn have occasionally reported being attacked by a Pokemon while collecting berries from a tree. It turns out this ghastly Pokemon was a Rotom, who love to cause mischief on others, even without electronics to possess. These Rotoms take home inside membranes that resemble Oran Berries, and it appears they are quite adaptive. Rotoms that are fed special diets take on the flavor of the PokeBlocks they eat, which can even cause them to change shape and type! This Pokemon has never been found in the modern era likely because disguising itself as food is not an adequate survival tactic.

Competitively, they are all very different. Base form is not very good but that's Rotom for you. Spicy is a physical breaker with a unique type combo for this role. Dry and Sour are fatmons that we need. Sweet can be a revenge killer/sweeper like Blaziken (just worse). Bitter can probably be a fat mon too.

General overview:

- Our main defensive Steel (And the only one with direct recovery for that matter) is Skarmory, whom itself is rather threatened by Magnezone. We have a general lack of defensive mons with direct recovery, which is why I listed some mons such as Cradily, Jellicent and Vileplume as potentially niche

- We have a few mons competing for role of Defensive Water, notably Swampert, Alomomola and Milotic all having their ups and downs, with Gastrodon not much far behind

- All of Clefable, Conkeldurr, Garchomp and Blaziken are potential quickbans in my opinion, with zam creeping up to that spot as well

- Speed Tiers of viable mons average at around 83 Base Speed with out current (viable) Speed Ceiling belonging to Crobat at 130

- General lack of defensive Darks outside of arguably Krookodile and potentially Drapion. This combined with the lack of Steels with Recovery makes Psychic types a lot stronger, as you can see reflected by the likes of Alakazam, Lati Twins, Metagross and Gardevoir all being potential threats. Jirachi may be able to hold them back somewhat though

- Rain might be threatening. Stealth Rock being replaced with splinters means Pelipper is free to run Damp Rock, and our main defensive Water is part Ground so it doesn't resist Water. Main Water resists that I can see right now are Milotic, potentially Ludicolo, Latias and Dragalge. Still, Rain has some very interesting Swift Swim abusers in the tier that really likea meta with no Thorn/Pex. Curious to see if Seismitoad can be a mini MegaPert in a tier with a generally lower power level

- Which brings me to my next and most important point, this tier is a lot weaker than the recent OU gens. Notably, we don't have OU Staples such as Blissey, LandoT, Heatran, Zapdos, the Tapus, Blace, so on and so forth. The only Gen 8 OU mons in this tier are Clefable, Pelipper and Magnezone; for instance. Both our offensive and defnesive options are significantly weaker than modern OU metagames and as such it's really important that you take that into account when making subs

Flavor: Joltik evolves to Galvantula at level 36, Galvantula evolves to Sphosark leveling up at a cavern of the Morganite Mountains.

"Deep in the core of the mountains, between the scorching heat of the rocks, the fumes and the magma, resided little critters, Joltik's, that dug themselves in the warm dirt of the caverns, that by battling Slugmas, and even Magcargos and Torkoals, and feeding of them, they evolved into Galvantulas, becoming even hotter, and growing more accustomed to the blazing heat and pressure of the depths of Morganite, but they often left this long burrows they dug themselves out of the magma ridden mountains, to place their Joltik eggs, in less hot, more warm ground. That's when someone could find one in a natural cavern. Joltiks are little, hyperactive and rowdy little guys, the size of a fist, never forfeitting the chance of a fight; Galvantulas, on the other side, are particularly calm, so much, that you could even pet one.
Until a human finds one of them while laying/guarding the eggs, then, they become agile, angry, voracious monsters that could kill and eat a squad of five to six humans, before the last one has had the time to finish drawing one of his Pokeballs.
And then, Sphosarks, twice as big as Galvantulas, and twenty times more violent. The only way they knew what these behemoths looked like, is because Joltiks and Galvantulas were actually tameable, otherwise, we still wouldn't know they even existed. Their Natural behaviour and traits are, and will always be, totally unknown, due to anyone who ever came close to one, not surviving to tell the tale, and the only one who did it, could only describe what they saw happening before they watched the Pokemon who was tagging along her, her late Combusken, get trapped in a Galvantula's hole, and not making it out before being eaten by one of these stealthy brutalists. It is unknown, or rather, untold, how she managed to escape.
Domesticated Sphosarks were supposedly a few inches bigger than Galvantulas, and a lot more tame, except when in battle; The survivor of the what is known today as 'The Mt. Chimney Cavern Incident', has stated that, and I quote, 'Sphosarks move the same in battle, as they do in the wild', or at least, is what she could bring herself to say after talking to a Medic of the town she resided in.
Sphosark's bite, was supposed to inflict a bit of lava into the opponent, with not only caused an enormous amount of pain, when it solidified, it was lethal in most cases, unless they made surgery on you to remove it in time."

Design: Joltik, but with two little claws in each leg, instead of the blue stubs it has in actuality, a little less furry, and have it be color dark brown, and an extra pair of eyes, the same size as the smaller ones, and both the claws and the eyes, are still blue, although a little brighter shade of blue.

Galvantula gets the same changes as Joltik, fur dark brown, blue parts just a bit lighter, but its abdomen its covered in Igneous Rock, like Magcargo's shell, except not brittle, not by a long shot. The underside of Galvantulas body shooud be a dark shade of orange/yellow, whatever fits best.

and Sphosark should be a bit fluffier, quite bigger galvantula, with 8 eyes, 2 big, and 6 small ones, arranged like galvantula's, in two rows down the middle of its face. The thorax should be all be covered in igneous rock, with small lava drips coming out of them, like little leaks, and the appendages in the front, could lit on fire on command.

Flavour-wise, Goomy in their home region were widely reviled for their Slimy, Slightly Acidic Bodies. Constantly hiding due to the large amount of enemies around it, they eventually migrated far, far away. Those that made it to the Aquamarine Archipelagos eventually evolved into Sliggoo-H, but instead of embracing their new forms they sought to wrap themselves in kelp in order to conceal their Gross, Gooey bodies. They primarily lived deep underwater, in complete solitude. However, in time they learned to be at peace with their Weird, Disgusting Bodies. Learning to accept themselves and be at peace with their solitude allowed them to evolve into Goodra-H, discarding their kelp disguises and moving towards the coral reefs of the shallower waters. They primarily spent their time protecting and training weaker Pokemon, often being sighted surrounded by shoals of fish Pokemon under its care

Description: We need more defensive Steels, we need more Psychic checks, we need more walls with reliable recovery - we need Magcargo-Hoenn. Magcargo-H comes packing incredible bulk and special sweeping potential, with a spammable signature that helps patch up its main weakness. The lack of Dark-types in the tier is great for this fella as it allows it to spam Eerie Reflection pretty freely. It can also annoy Intimidate mons with Mirror Armor, which is Pretty Cool if you ask me

Flavour-wise, weaker Slugma that were driven out of the territories of stronger Pokemon would often find themselves in the nearby Aquamarine Archipelago. Here they fucking died lol cause they're lava slugs and lava and water don't really mix? Except they kinda do because some Slugma actually manage to evolve into these funky Magcargo forms that are a) now covered in a protective and and b) a host for all kinds of coral species, with which it forms a symbiotic relationship. It may have been driven out of its home but its managed to create a peaceful life for itself protecting the coral that feeds it, so thats nice

Description: Ok so basically, Corchow is a funky wallbreaker/revengekiller that aims to switch into mons that really want to switch out vs it, then click Sand Splash. This is accented by Coral Armor giving it more leeway when switching in, and also letting it act as an emergency check to a lot of Psychic-types and certain setup sweepers. Newfound access to Grass coverage also gives it an edge vs the many Waters of the tier, especially Swampert, which is pretty nifty
Also hey, maybe Drednaw-H will be viable as an Eviolite Swift Swimmer..? Who knows

Flavour-wise, Drednaw-H is simply a shallow water-dwelling turtle now. It's still incredibly aggressive and will chase down prey Very Rudely using Dirty Tactics; having migrated from far more competitive waters it knows only Violence and Rage and is causing a lot of mayhem in the local ecosystem. However, exposure to the archipelago causes it the Chill The Fuck Out and evolve into Corchow, a Pokemon that is perfectly in tune with the ecosystem. It, like Magcargo-H, forms a symbiotic relationship with coral. However, unlike Magcargo-H, Corchow uses this coral as camouflage, as Corchow is now an ambush predator that kicks up sand in the face of unsuspecting prey and potential threats in order to gain the upper hand. Being in tune with your surroundings doesn't mean you're not a massive dickhead

Flavor: Based on antique Japanese tea sets made of silver instead of ceramic - the tea it produces is highly restorative rather than draining, explaining it's Fairy typing as opposed to Ghost. Phony Hoennian Sinistea evolve into Hoennian Polteageist using a Tarnished Pot, while Antique Hoennian Sinistea evolve into Royaltea through a Polished Pot.

Comptetitive: A few more defensive Steels - Royaltea was gonna be an additional evolution to Polteageist but that with Eviolite was too overwhelming so I made it a split instead - in any case, Polteageist remains a good defensive 'mon with a few utility options and a pair of abilities that help it shut down offensive 'mons, while Royaltea brings in a fun gimmick ability that allows it to take an offensive twist with an insane amount of speed, but only when it's already below half HP. Polteageist still gets NP because of its low offensive stats, but Royaltea notably doesn't. That with Stored Power could still be something I guess. The draining moves remain / get added because healing based Pokémon such as Comfey still have them. A few other notable things are how Sparkly Swirl allows for a cool role compression due to functioning as Moonblast + Aromatherapy and Shields Down preventing Royaltea from being affected by negative status effects such as Frostbite and Splinters and how the draining moves allow it to somewhat control what form it wants to be in at any given time.

Flavor: Wimpod and Golisopod, while not fully aquatic Pokémon, are covered in thick metal plates that allow them to withstand water pressure, something they have taken to doing to avoid their Fire-type predators; Wimpod now populate the deep underwater crevices of the Aquamarine Archipelago, acting as filter feeders. Golisopod are much bulkier and more hunched over than the modern-day counterparts they will eventually evolve (although this feels like a weird word to use outside of the Pokémon context here) into and bear armor plates covered in spikes. When they tackle their victims, these spikes may break off and become stuck in their bodies. Based off of some fossilized giant isopods found in Japan.

Competitive: I was intially unsure of how to do an interesting ability that could play off of Golisopod's - I didn't want to just repeat the same abilities with just a type change for the line - and I think Barbarian works well for that. With the Fixation, you're not forced to switch though you might still want to and it might be actually rather helpful in some cases, plus the massive defense stat means taking increased damage from it won't be as bad. It also has reduced attack to account for the Fixation damage boost. Resolute Claw isn't, per se, necessary to the 'mon's set but it might come in rather handy.

Flavor: The "Sneasler" to Gligar that evolves during the *day* with a Razor Fang, this form of Gligar is as the name implies more gargoyle like, bearing a tough exoskeleton to better endure the natural conditions of its habitat. It is mostly encountered in the desert at Morganite Mountains.

Competitive: A versatile 'mon that takes good advantage of how status can be overwritten in this. At first I wanted to do "Jagged Touch", a Splinter variant of Poison Touch but honestly straight up PTouch is more straightforward. Gligar can still make a decent use of Eviolite but with no hazards to set it may be less likely now. Might be pretty fun in Sand - part of an attempt to help other weathers with how Rain is shaping up to be pretty good in this. Dire Stinger is stronger but less accurate than the move it was based on but Compound Eyes can help patch that,

These pokemon live in deserts, swimming through the sand in search of food. when they feel they are in danger, they dig a small hole, jump in, and cover themselves up with sand, only letting their spikes stick out a bit. if something comes in contact with their spikes, it'll be paralyzed for a few seconds, letting Qwilfish run away. Underqwil however are very territorial, when underground, they use electric signals to detect other pokemon. if one touches their spikes, it'll be paralyzed for a couple of minutes, letting Underqwil attack it. The diet of these pokemon consist of fruit (berries) and. rocks.

competitively wise, it can go galvanize kaboom, or act as a more defensive mon with Charged Qwils. also can function as a pivoting sharp splinters mon, with Spikes and Stealth Rock. it can also do funni weather fast with Sand Rush!!!

Flavoring: Zebstrika usually moves at lightning speed, but due to regional exposure to Hoopa’s portals, the Pokémon learned how to move instantaneously. Mechanically speaking this results in a Prankster mon that can set up screens and pivot out either offensively or defensively. That said it may not be able to stay in for many moves lmao

Flavor: Hoenn was once somewhat liveable for Jynx, but rising temperatures and Hoopa's reign have done major damage to their populations. The remainder were forced to flee underwater, becoming mermaids in the process. This new lifestyle at the bottom of the ocean has made them very lonely, with nobody to listen to their once famous songs. These tunes have now taken on a more somber but no less alluring tune, filled with the hope that a sailor, fisherman, literally anyone will hear them.

Lore: Long into the past, before even the events of Hoopa, Hoennian Royalty had the custom of travelling around the region. However, one day, the emperor got lost within the deep Emerald Jungle and its thick fog. It was then that an unexpect helper appeared. A group of Hoennian Bellossom helped guide the emperror to safety, and as such, to this day they are reveered as sacred Pokémon. Researches about Hoennian Bellossom indicate that its origins are related to the harsher sun of Hoenn: Rather than just doing a Johtonian Bellossom's typical ritual to summon the Sun, Hoennian Bellossom went further and learned how to do rituals to harness heat from daylight, so that they may produce their own heat and light when times call for it.

Competitive: I can't guarantee that this will be great, but QD is an Omniboost and Strength Sap lowers both offenses,so there's that going for it.

Lore: As a part of their evolution cycle, Larvitar eats mountains to get ready to evolve. However, Hoenn's large ammount of volcanic activity causes a change in Larvitar's diet, leading to a new form once it evolves. The Pokémon itself rests protected and hidden inside the shell. Said shell is made of very sturdy rocks with a diamond cluster as a mask, which it uses to carve paths inside caves to peacefully rest while it waits for its evolution to come. Despite its cocoon appearance, Pupitar is a fierce and dangerous Pokémon: While generally relaxed, once threatened they release a nearly odorless gas from their body, which is heavily flammable. They then set said gas on fire, creating dangerous explosions.

Lore: Hoennian Tyranitar are keystone species to the biodiversity of the Hoenn region. They are excellent at enriching the soils of wherever they pass by, and whereas Johtonian Tyranitaris destructive, Hoennian Tyranitar is known for helping with plant growth and forest expanding. They use their magma and ash to fertilize soil, and are seen using their rake-like tail to create their own agriculture system. Thanks to them, humans are often seen living near one of hoenn's biggest volcano, an area that would one day become Fallabor Town. Despite all that, Hoennian Tyranitar is a force to be reckoned with, with an extremely resilient body, diamond claws that can leave a mark on almost anything and spewing hot lava everywhere during battle. However, its biggest fight is with Aggron - If an Aggron comes across the territory of a Tyranitar, they will dispute to see which of them is better at cultivation. However, since the results of this are mostly benefic, the people of Hoenn see this rivalry as a blessing more than a curse.

Competitive: Great offensive typing with an ability that helps it mitigate massive EQ weakness. Lack of Stealth Rock really helps it as it allows more item options. Larvitar gives it important moves in DD, Stone Edge and Earthquake, and from there you go Fire Stab (With Tephra Burst being a pretty good option for DamageOver Time) and can try to tech Bullet Seed to snipe some of the fatter waters of the tier

However, under windstorms, they prefer to sneak into a safe place to relax quietly and wait for the storm to end.

Lore: Spectrosphere are a rare sight. They lurk among the clouds, and avoid human contact. This is because their bodies become overcharged with electricity, so they isolate themselves to avoid accidental harm to other creatures. While hard to notice from far away, they use their gaseous body to form shapes in the sky, as an attempt to communicate with others in the land, as they get lonely up in the sky. A Spectrosphere can only get close to land if it causes its body to storm beforehand, and as a result, it turns into vapor, becoming impossible to spot by visual means. Should you feel yourself approached by a sudden refreshing breeze, it is the sign of an approaching Spectrosphere. There are tales all around Hoenn about how Storms are signs of this benevolent spirit coming to visit the land.

Competitive: We are lacking in Electrics aside from like, Jolteon and Galvantula. Spectrosphere adds a fast option with moderately decent Special Attack and decent Water coverage tohit Grounds.
