    Invalid Is blunder policy broken?

    i've been trying a new set with fissure and landorous therian, basically if it hits it hits, but if it missed blunder policy activates, it was flawless, buuuuuut.. blunder policy won't activate? am i doing something wrong..? is it just broken?
