This is the first I've heard of this. I don't know why it's autoupdating in the latest version, but if you know someone who has the beta version that the guide uses when it was originally written, ask them for a copy, or maybe someone could link that version and I'll update the guide accordingly.

Well, I specifically state not to touch Calibrated delay and sec again once you input it unless you're doing DPPt ---> HGSS and vice versa. Why is it 807 in your screenshot? I think that might be the only thing that's going wrong here. Change it to 600 and you should get better results.

Actually, I just double-checked, and were you using Stationary Pokemon as the method instead of Wild Pokemon? That's one of the things I noted, and the link you posted treats the starting frames as if you were using Stationary Pokemon as your method, and the Honey trees starting frame matches...

What version of reporter are you using? I'll change it if it's a later version.

You don't. It's all treated as 1 now. You can easily verify this by comparing a newer and older version

What about ingame? How are you finding what delay you got there?

Also, you may want to mention how you're finding your delays. That may be where the problem lies.

Is the DS actually registering the cart, as in there's an option to Pal Park in your DS game? If it is, try it without the cart and see what happens. Or it could be that you're reading the wrong results and think it's one thing when it should be something else.

I don't follow your train of thought. This is advancing through Oak's show, as in, the inconsistent one. each Oak's advance is reported to be anywhere from 14-18 frames so I just divided by 18 (worst-case scenario) to be safe. If you're having trouble comprehending this then just ignore...

With the amount of ?s you have, it's better to ask somebody in real time for a faster reply, so just get on a channel that has someone who can answer your ?s, which should be virtually any smogon related channel on synirc.net.
