So when I'm at a Pokécenter without moving NPCs, I have to set the min/max to 8? And while searching for a spread, do I need to check that Always Shiny box? Because if I do, I don't get any results for the entire year.

No, you didn't get it. You have to search your spread leaving empty the SDef & Spe dialogue boxes.
Once time you've done it, choose your ideal spread and add a number value of 8 at the FRAME that the RNG Report reports as a target frame. Enter the game and hit that frame.
