The reasoning I was using is extremely situational, but worth it. If an opponent uses Power Split, the overall SpA stat of that Pokemon will be lower.

But why, when the Pokemon actually using the move probably aren't going to be doing any attacking at all? The only Pokemon that might use it ever are Baltoy and Shuckle, the former of which is a shitty spinner and the latter is... well, Shuckle. They're using Power Split to make you do less damage, not so they can do more damage.
