Normal/Ground?
Well, it resists SR and is immune to sandstorm, so on the passive damage front at least, it isn't terribly difficult to switch in. Depending on bulk, it might not be difficult to switch in full stop. The STAB combination is a good one for this concept, so I'll give you that.
I think the biggest problem it has is that it's just too vanilla. There's nothing wrong with it per se but there's nothing very interesting about it either. Like this concept, CAP likes taking massive risks with its typing, so Normal/Ground is a bit inferior in the minds of most to other, similar options.
