If it is to be used in Gen 5 competitive, I should rate it against Gen 5 Pokemon and see how it matches up against those. It is entirely possible he is playing on Showdown; that's where I play, purely because it's easier to find matches and faster than Nintendo WFC. Gen 5 teams do belong here.
