    Why not Mega Scizor? Gives you a U-Turner with a lot of impressive bulk that also carries defog. It's probably one of the better defoggers available given its ability to sustain momentum while still being bulky enough to secure the clutch Defogs.

    For your Excadrill, I'd say run 112 Speed evs and putting the rest in HP. That'll give you enough to outspeed any rotom forme not holding a scarf while also giving you more bulk to deal with hp: ice from things like jolteon or thundurus. This could probably be optimized further, however.

    With those weaknesses I'd just add Gliscor regardless. The bat handles those moves very well and thrives in the type of conditions you've listed. You'd struggle with water types in general afterwards but that's a very solid starting point.
